Քարնեգի հիմնադրամի վերլուծաբան Թոմաս դե Վաալն ընդգծում է, որ այսօր հայ-ադրբեջանական հակամարտությունն ունի բոլորովին այլ դիվանագիտական ձևաչափ: Այս մասին հայտնում է Ամերիկայի ձայնը:

Մինսկի խմբի ձևաչափը մեռած է, սակայն կարևոր է պահպանել նրա փաստաթղթային ժառանգականությունը, գտնում է նա: «Կարևոր է պաշտոնապես չհայտարարել այս ձևաչափի մահվան մասին, քանի որ Մինսկի խումբը ունի որոշակի գործառույթ: Այն ունի համատեղ հայտարարությունների պատմություն, այդ թվում երեք նախագահների՝ ԱՄՆ-ի, ՌԴ-ի և Ֆրանսիայի։ Այսպիսով, առկա է փաստաթղթերի ժառանգականություն՝ կապված Մինսկի խմբի հետ, որը կարևոր է չկորցնել»,- պնդում է դե Վաալը:

Նրա կարծիքով, այսօր ՌԴ-ի ու ԵՄ հովանավորությամբ ձևաչափերն ընթանում են զուգահեռ, և Բրյուսելը չի ձգտում փոխարինել Մոսկվայի գործընթացը: «Այն, ինչ տրամադրում է ԵՄ-ը, մի փոքր այլ բան է: Այն նոր խաղացող է, որին, կարծում եմ, հատկապես դրական է վերաբերում ադրբեջանական կողմը: Այն կապված չէ անցյալի հետ: Նրանք ազնիվ միջնորդներ են, ովքեր չունեն տարածաշրջանում մեծ օրակարգ, ինչպես օրինակ ռուսները կամ Թուրքիան և Իրանը»,- պնդում է դե Վաալը:

Ըստ վերլուծաբանի՝ հակամարտող կողմերը պատրաստ չեն այսօր լիարժեք խաղաղության համաձայնագրի, այլ պատրաստ են նոր ճանապարհային քարտեզի, որը կարող է ուժի չկիրառման երաշխիք դառնալ: Դա հատկապես կարևոր է ԼՂ հայության համար, ասում է նա: Անդրադառնալով Վաշինգտոնի ներգրավվածությանը՝ դե Վաալը գտնում է, որ ԱՄՆ-ն այսօր փորձում է աջակցել այս ավելի չեզոք արևմտյան խաղաղ գործընթացին, որն, ըստ նրա, չի հակասում ՌԴ-ի հիմնական նպատակներին կամ 2020 թ. նոյեմբերի հրադադարի հայտարարությանը։
