Ռուսաստանի նախագահ Վլադիմիր Պուտինն ավանդաբար ելույթ է ունեցել հաղթանակի օրվա առթիվ տեղի ունեցած զինվորական շքերթի ժամանակ։ Շքերթից դեռ շատ առաջ Ռուսաստանում և համաշխարհային մամուլում քննարկվում էր, որ Պուտինը մայիսի 9-ին կազդարարի որևէ հաղթանակի մասին կամ մոբիլիզացիա կհայտարարի կամ էլ անգամ միջուկային զենք կիրառելու մտադրության մասին կհայտնի։

Պուտինը, սակայն, չխոսեց նշված թեմաներից ոչ մեկով։ Պուտինի ելույթի մեծ մասը նվիրված էր Ուկրաինայում պատերազմին։ Նրա խոսքով, կռիվը Դոնբասի համար է, որտեղ ռուսներին նեղացրել են «նացիստները և բանդերականները», որոնց մարզել են ՆԱՏՕ-ական մասնագետները։

ՌԴ նախագահի կարծիքով, այժմ դոնբասյան աշխարհազորայինները ՌԴ զինվորականների աջակցությամբ կռվում են իրենց հողում։ Անդրադառնալով հարցին, թե ինչու է սկսել «հատուկ ռազմական գործողությունը»՝ Պուտինն ասել է, որ դա անխուսափելի էր, քանի որ Ռուսաստանի սահմանների մոտ սպառնալիք էր ստեղծվում և հարձակում էր ծրագրվում, այդ թվում՝ Ղրիմի վրա։

Պուտինը նաև դրամական աջակցություն է խոստացել զոհված զինծառայողների երեխաներին։
