Հանրապետության ազգային անվտանգության ծառայությունը, կոռուպցիայի հակազդման ուղղությամբ ձեռնարկվող միջոցառումների շրջանակներում, ակտիվորեն համագործակցելով ՀՀ հակակոռուպցիոն կոմիտեի և ՀՀ ՊԵԿ ներքին անվտանգության վարչության հետ, բացահայտել է ՀՀ ՊԵԿ առանցքային վարչություններից մեկի պետի տեղակալի և նույն վարչության գլխավոր հարկային տեսուչի կողմից մշակված և իրագործվող կոռուպցիոն սխեմա:

Մասնավորապես՝ ՀՀ ազգային անվտանգության ծառայության տնտեսական անվտանգության և կոռուպցիայի հակազդման դեպարտամենտի կողմից ձեռնարկված ծավալուն օպերատիվ-հետախուզական համալիր միջոցառումների արդյունքում պարզվել է, որ ՀՀ ՊԵԿ-ում վարչության պետի տեղակալի պաշտոնը զբաղեցնող Հ.Մ-ն և նույն վարչության գլխավոր հարկային տեսուչի պաշտոնը զբաղեցնող Ա.Ա-ն, ի պաշտոնե լիազորված լինելով տնտեսական գործունեություն ծավալող կազմակերպություններում իրականացնել բյուջեի հետ փոխհարաբերությունների ճշտության ստուգումներ, բացահայտել չվճարված հարկային պարտավորությունների ծավալը և արձանագրել նշված հանգամանքը, չարաշահել են իրենց պաշտոնեական դիրքը, չեն արձանագրել չվճարված հարկերի ողջ ծավալը, ինչի դիմաց ստացել են առանձնապես խոշոր չափերի կաշառք-գումար:

Նման եղանակով, ս.թ. փետրվար-մարտ ամիսներին, բազմաբնակարան շենքերի կառուցապատում իրականացնող տնտեսվարողի մոտ անցկացված ստուգումների ընթացքում հայտնաբերվել է ընդհանուր շուրջ 126 մլն դրամի չկատարված հարկային պարտավորություն: Տնտեսվարողը, վերոնշյալ պաշտոնատար անձանց հետ փոխհամաձայնությամբ, հարկային մարմիններին ներկայացրել է ճշտված հաշվետվություն, որով 126 մլն դրամի փոխարեն պետք է կատարեր 59 մլն դրամի լրացուցիչ հարկային վճարումներ: Նշվածի դիմաց Հ.Մ-ն և Ա.Ա-ն տնտեսվարողից պահանջել և ստացել են 65.000 ԱՄՆ դոլարի չափով կաշառք, որից 5.000 ԱՄՆ դոլարը՝ կանխիկ, 60.000 ԱՄՆ դոլարը՝ կառուցապատվող շենքում կրկնակի ցածր արժեքով 2 բնակարանի տեսքով:

Ստացված կաշառքի ծագման իրական աղբյուրը թաքցնելու նպատակով նշված բնակարանները ձևակերպվել են Հ. Մ.-ի և Ա. Ա.-ի մտերիմ անձանց անուններով, որով փորձ է արվել օրինականացնել հանցավոր ճանապարհով ձեռք բերված գույքը:

Դեպքի առթիվ ՀՀ ԱԱԾ-ում նախապատրաստված նյութերը փոխանցվել են ՀՀ հակակոռուպցիոն կոմիտե, որտեղ ՀՀ քրեական օրենսգրքի 311-րդ հոդվածի 4-րդ մասի 2-րդ կետով, 312-րդ հոդվածի 3-րդ մասի 1-ին կետով և 190-րդ հոդվածի 3-րդ մասի 1-ին կետով (փողերի լվացում) հարուցվել է քրեական գործ:

ՀՀ ԱԱԾ և Հակակոռուպցիոն կոմիտեի աշխատակիցների համատեղ օպերատիվ-քննչական աշխատանքի շրջանակում խուզարկություններ են իրականացվել ՀՀ ՊԵԿ նշված պաշտոնատար անձանց, ինչպես նաև տնտեսվարող կազմակերպության ղեկավարի աշխատանքի և բնակության վայրերում, ինչի արդյունքում հայտնաբերվել են քրեական գործի համար ապացուցողական նշանակություն ունեցող նյութեր:

Հ.Մ-ն, Ա.Ա-ն և ևս երեք անձ ձերբակալվել են:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով՝ դատարանի՝ օրինական ուժի մեջ մտած դատավճռով:
