«Փաստ» օրաթերթը գրում է

ՀՀ կառավարական պատվիրակության՝ ՌԴ կատարած այցի շրջանակում ապրիլի 19-ին տեղի է ունեցել ՀՀ ԿԳՄՍ նախարար Վահրամ Դումանյանի հանդիպումը ՌԴ գիտության և բարձրագույն կրթության նախարար Վալերի Ֆալկովի հետ: Հանդիպմանը պայմանավորվածություն է ձեռքբերվել, ըստ որի՝ Հայաստանում կավելանա ռուսաց լեզվի ուսուցիչների թիվը:

Կարևորվել է դիմորդներին մոտիվացնելու գործընթացը՝ մանկավարժի որակավորում ստանալու և ռուսերենով դասավանդելու համար և այլն: Քաղտեխնոլոգ Վիգեն Հակոբյանն այս առումով «Փաստի» հետ զրույցում նախ հիշեցրել է մինչ այս ռուսաց լեզվի շուրջ ծավալված գործընթացների մասին. «Ինձ այստեղ ավելի շատ զարմացնում է հետևյալը: Քաղաքական կոնկրետ ուժի կամ հասարակական հատվածի ներկայացուցիչները երկար տարիներ «դոշ էին ծեծում», ասում, թե դեմ են ռուսական դպրոցների ստեղծմանը, այս առումով անգամ շարժումներ էին սկսվել: Հիմա նրանք բավականին դրական, հանգիստ են ընդունում այդ ամենն ու այլևս իրենցից ծպտուն չենք լսում: Այն մարդիկ, այն ակտիվիստները, որոնք այդ լոզունգներով եկել են իշխանության, հիմա սուսուփուս նստած են: Հիմա, օրինակ՝ շատ հետաքրքիր կլիներ լսել այդ պսևդո ակտիվիստներին, որոնք իշխանության եկան այդ լոզունգներով ու հակառուսական իմիջով էին փորձում ընտրողների ձայները վերցնել»:

Ինչ վերաբերում է ռուսաց լեզվին, Վիգեն Հակոբյանը շեշտեց՝ մի բան է, եթե լեզվի կարգավիճակի հարց է դրվում, մեկ այլ բան՝ եթե լեզվի ուսուցման խորացման մասին է խոսքը. «Ընդհանուր առմամբ, այլ բան է, երբ պետական լեզվի կարգավիճակի մասին է հարց բարձրացվում: Հիշենք՝ ժամանակ առ ժամանակ նման հարց բարձրացվում էր: Ես միշտ ասել ու ասելու եմ, որ որևէ տրամաբանություն չկա, որ մոնոէթնիկ երկրում, որտեղ գրեթե 99 տոկոսը մի ազգություն՝ հայ են, պետական կարգավիճակով երկրորդ լեզու լինի: Որքանով հասկանում եմ՝ այդ մասին հիմա չի խոսվում:

Դա որևէ տրամաբանության մեջ չի կարող լինել: Մոնոէթնիկ երկրում առհասարակ երկրորդ պետական լեզու չի կարող լինել՝ ուզում է լինի ռուսերեն, անգլերեն, իսպաներեն, ֆրանսերեն: Այլ հարց է, որ ինչպես այլ միջազգային լեզուները, ռուսերենը ևս պետք է բավականին լավ ու խորացված դասավանդվի, որովհետև, այն, ի վերջո պատուհան է, կամուրջ աշխարհի հետ: Ուրիշ բան, որ պետք է խորացնել ուսուցումը՝ մանավանդ մեր այսօրվա հասարակության մեջ, որտեղ, ընդհանուր առմամբ, կրթությունն ամենագլխավոր խնդիրներից մեկն է»:

Նա շեշտեց, որ այսօր մեզ մոտ ՌԴ քաղաքացիները, որոնց թվում՝ նաև դեսպանատան, ռազմաբազայի աշխատակիցներն են, իրենց համար նախատեսված դպրոցներ ունեն. «Այսքանով կրթության ոլորտում ռուսականացումը պետք է ավարտվի: Նույնը կվերաբերեր անգլերենին, ֆրանսերենին, մյուս լեզուներին»:
