«Ղեկավարվելով «Հանրային ծառայության մասին» Հայաստանի Հանրապետության օրենքի 9-րդ հոդվածի 1-ին մասով՝ Արմեն Փամբուխչյանին ազատել արտակարգ իրավիճակների նախարարի առաջին տեղակալի պաշտոնից»:
Փամբուխչյանը այս պաշտոնում նշանակվել էր 2020-ի դեկտեմբերից։
