Լավ լուր: Չէ, ցնցող, աննախադեպ, փառահեղ լուր: Բավականությունից նույնիսկ մարդու աչքերն են արցունքոտվում: Անսպասելիորեն պարզվել է, որ Հայաստանում որոշակի խմբի պետական պաշտոնյաների աշխատավարձերի բարձրացում է եղել, ընդ որում՝ մոտ հարյուր տոկոսով: Ուրեմն, ապրիլի 7-ի կառավարության նիստում 41 համարի տակ եղել է չզեկուցվող (վերջերս կառավարության նիստերում զեկուցվող հարցեր համարյա թե չեն էլ լինում, ինչո՞ւ ավելորդ ջուր ծեծեն, Հայաստանում որոշողը մեկ անձ է) որոշման նախագիծ՝ շատ խուճուճ և ոչինչ չասող վերնագրով. «Առանձնակի ռիսկային և մասնագիտացում պահանջող պաշտոնների առանձնահատկություններով պայմանավորված տրվող հավելումների վճարման չափերը, կարգը, ինչպես նաև առանձնակի ռիսկային և մասնագիտացում պահանջող պաշտոնների շրջանակը սահմանելու մասին»:

Մի խոսքով, նախատեսվում է գլխավոր դատախազին, նրա տեղակալներին և դատախազության հակակոռուպցիոն կոմիտեում մինչդատական վարույթի օրինականության նկատմամբ հսկողության վարչության դատախազների աշխատավարձերին մոտ 100 տոկոսանոց ամենամսյա հավելումներ տալ, այսինքն՝ փաստացի ստացվող աշխատավարձերը կրկնապատկել: Ըստ ֆինանսների նախարարության, դա Հայաստանի բյուջեից տարեկան կտանի 209,5 միլիոն դրամ, (չնայած նախագիծը ներկայացնողներն ի սկզբանե հաշվարկած են եղել 144 միլիոն դրամ… երևի գումարում-հանումն են սխալ արել):

Նշենք, որ Հայաստանում աշխատանքային օրենսդրությամբ սահմանված են ծանր, վնասակար, առանձնապես ծանր, առանձնապես վնասակար աշխատանքներ կատարելու, բարձրլեռնային վայրերում, արտաժամյա, գիշերային ժամերին, հանգստյան, տոնական օրերին աշխատելու, զինվորական, քրեակատարողական և փրկարար ծառայության, ինչպես նաև առանձնակի ռիսկայնության, հատուկ մասնագիտացման առանձնահատկություններով պայմանավորված պաշտոնային դրույքաչափի նկատմամբ հաշվարկվող տոկոսային ավելացումներ: Բայց հարյուր տոկոսո՞վ… Նման դեպքեր եթե կան էլ, ապա հատուկենտ: Դե ինչ: Պարզվում է, որ Հայաստանում ամենածանր, ամենավնասակար, բարձրլեռնային (երևի աթոռի բարձրությունը նկատի ունեն), արտաժամյա, գիշերային աշխատանքը լինում է դատախազի աթոռին:

Չի բացառվում, որ վաղն էլ նման հավելավճարներ որոշվեն, ասենք թե, նախարարների համար. դե, որոշողը իրենք են, չէ՞… Ինչ ուզում են, այն էլ որոշում են, ավելի լավ է հավելավճարներով, քան թե պարգևավճարներով, դե, հավելավճարները ամենամսյա են և ամեն անգամ մամուլում աղմուկ չեն առաջացնի: Ի դեպ, այս որոշմանը խիստ խանդով է վերաբերվել քննչական կոմիտեն, որը որոշման վերաբերյալ այնպիսի երկար կարծիք է արտահայտել, որ կարդալու համար ժամեր են պետք: Կարելի է ասել, որ նախագիծը դուր չի եկել նաև աշխատանքի և սոցիալական հարցերի նախարարությանը, Հակակոռուպցիոն կոմիտեին և վարչապետի աշխատակազմի քաղաքացիական ծառայության գրասենյակին: Բայց ի՞նչ… «ձայն բարբառոյ յանապատի»:
