Վերջերս ԱԺ-ում կառավարության հետ հարցուպատասխանի ժամանակ փոխվարչապետ Մհեր Գրիգորյանը հայտարարեց, որ Երեւանն ու Մոսկվան քննարկում են Հայաստան մատակարարվող ռուսական գազի դիմաց ռուբլով վճարելու հարցը։
«Քննարկվում է, որովհետեւ նաեւ քննարկվում է ԵԱՏՄ մաքսատուրքերի բաշխման արժույթի խնդիրը, որի քննարկման օրակարգում, բնականաբար, երկրները ներկայացնում են նաեւ իրենց առաջարկությունները եւ, բնականաբար, երկրները նախեւառաջ առաջարկություններ են ներկայացնում, որ էդ հարցի լուծմանը զուգահեռ նաեւ լուծվի ամենախոշոր արտահանվող ներմուծման դիմաց արտարժույթ արտահանվող գործիքների հարցը։ Ես հիմա չեմ կարող խոստանալ, որ էդ հարցը լուծում կունենա, որովհետեւ կան օբյեկտիվ պատճառներ, բայց, այնուամենայնիվ, այսօր արդեն առնվազն գլոբալ իմաստով էդ հարցը քննարկվում է նաեւ հանրային տիրույթում եւ ինչ-որ պահի, ես կարծում եմ, կդառնա շատ ավելի կոնկրետ օրակարգային»,- ասել էր Գրիգորյանը։

Հանրային ծառայությունները կարգավորող հանձնաժողովի նախագահ Գարեգին Բաղրամյանից հետաքրքրվեցինք, թե սա ինչ հետեւանքներ կարող է առաջացնել գազի սակագնի եւ տնտեսության տեսանկյունից։

«Չեմ կարծում, որ լուրջ հետեւանքներ կառաջացնի, բայց տնտեսության առումով պետք է երեւի թե հարցն ուղղել Կենտրոնական բանկ կամ էկոնոմիկայի նախարարություն, այսինքն՝ ելնելով դրամավարկային քաղաքականությունից, թե ինչքանով է նպատակահարմար ինչ արժույթով առնելը, դա արդեն իրենք կպատասխանեն»,- ասաց Բաղրամյանը։

- Իսկ ռուսական ռուբլով վճարելը չի՞ կարող ռիսկեր առաջացնել՝ հաշվի առնելով ռուբլու կուրսի հաճախակի փոփոխությունը։

- Սակագնի տեսանկյունից ինչքան կայուն փոխարժեք է, այնքան ավելի գերադասելի է՝ զուտ հանձնաժողովի տեսանկյունից եմ ասում, որովհետեւ ցանկացած նման փոխարժեքի հետ կապված փոփոխությունները, այսինքն՝ սակագնում ներառված ե՛ւ փաստացի տարբերությունները, ծավալի հետ կապված տարբերությունները, ե՛ւ դրական, ե՛ւ բացասական առումով, ամեն դեպքում, հետո փոխհատուցվում են կա՛մ ընկերությանը, կա՛մ սպառողին։ Այսինքն՝ ինչքան ավելի կայուն լինի, սակագնային տեսանկյունից մեզ համար ավելի գերադասելի է։

- Իսկ ի՞նչ եք կարծում, Ռուսաստանի կողմից նպատակը ո՞րն է, որ պարտադրում են ինչպես եվրոպական երկրներին, այնպես էլ  դաշնակից Հայաստանին՝ ռուսական ռուբլով վճարել իրենց վաճառած գազի դիմաց։

- Ես չեմ կարծում, որ Ռուսաստանի Դաշնությունը մեզ պարտադրել է ռուբլով վճարել։ Ինչքան ես եմ տեղյակ, պարտադրանք եղել է ընդամենը Ռուսաստանի ոչ բարյացակամ երկրներին, եւ, իմ կարծիքով, դա ընդամենը ուղղված է ռուբլու փոխարժեքի կայունացմանը։
