Շվեյցարիան սկսում է 4,5 մլն շվեյցարական ֆրանկի նախագիծը. այն կիրականացվի Տավուշի, Լոռու, Սյունիքի, Վայոց ձորի մարզերում

2022 թվականի ապրիլի 4-ին Շվեյցարիայի Զարգացման և Համագործակցության Գործակալությունը (SDC) հաստատեց ավելի վաղ հայտարարված «Կենդանի լանդշաֆտները շուկայի զարգացման համար Հայաստանում» նախագծի 4 500 000 շվեյցարական ֆրանկ (CHF) գումարի չափով ֆինանսավորումը։
Նախագիծը կաջակցի Հայաստանին նորարարական ձևով համատեղել բնության պահպանությունն ու տնտեսական աճը՝ ի բարօրություն նրանց, ովքեր ամենաշատն են դրա կարիքը զգում։ Նախագիծն իրականացվում է «Բնության համաշխարհային հիմնադրամի» (WWF) և «Ռազմավարական զարգացման գործակալություն» ՀԿ-ի (SDA) կողմից՝ որպես «Էկո-միջանցք հիմնադրամ Կովկասի համար» (ECF) ավելի ընդարձակ տարածաշրջանային ծրագրի մի մաս:
Կովկասի էկոտարածաշրջանը կենսաբանական բազմազանությամբ աշխարհի ամենահարուստ տարածքներից մեկն է։ Միևնույն ժամանակ, Հայաստանի լեռնային էկոհամակարգը գյուղական համայնքների համար հանդիսանում է կարևոր արտադրողական աղբյուր։ Այնուամենայնիվ, երկրի բնապահպանական իրավիճակն արագորեն վատթարանում է՝ կլիմայի փոփոխության ազդեցության, հողի և բնական ռեսուրսների վատ կառավարման հետևանքով: Գյուղական աղքատության բարձր մակարդակն արտացոլում է վատ բնապահպանական իրավիճակը: Ընթացիկ քաղաքականությունը մինչ այժմ գրեթե չի արձագանքել աղքատության, շրջակա միջավայրի քայքայման և կլիմայի փոփոխության հետևանքների եռակի մարտահրավերներին:
Այդ մարտահրավերներին դիմակայելու համար Շվեյցարիայի կողմից ֆինանսավորվող «Կենդանի լանդշաֆտները շուկայի զարգացման համար Հայաստանում» նախագիծը նպատակ ունի բարելավելու հեռավոր շրջաններում գտնվող ֆերմերների և գյուղական ձեռնարկությունների եկամուտները՝ տեղական բնական ռեսուրսների առավել խնայողաբար և ավելի կայուն օգտագործման շնորհիվ: Որպես տնտեսական աճը, բնական ռեսուրսների և կենսաբազմազանության պաշտպանությունը միմյանց կապող ջանքերի գործադրում, նախագիծը նպաստում է նաև շրջակա միջավայրի և կլիմայի փոփոխության քաղաքականության խթանմանը: Նախագծի սիրտն ու առանցքը էկոլոգիապես մաքուր զբոսաշրջության զարգացումն է՝ գյուղական բնակչության և հատկապես դրա աղքատ կազմի մասնակցությամբ, ովքեր նախաձեռնության հիմնական շահառուներն են: Ներառական զբոսաշրջության այս ուղղությունը, որը լրացնում է պաշտոնական ազգային զբոսաշրջային քաղաքականությունը, Հայաստանում և Հարավային Կովկասում ընդլայնվելու մեծ ներուժ ունի:
Նախագիծը կտևի ութ տարի: Ֆինանսավորումը կկազմի 4՛500՛000 շվեյցարական ֆրանկ (CHF) և այն կիրականացվի ՀՀ Տավուշի, Լոռու, Սյունիքի և Վայոց ձորի մարզերում։
Նախագիծը «Էկո-միջանցք հիմնադրամ Կովկասի համար» (ECF) ավելի ընդարձակ տարածաշրջանային ծրագրի մի մասն է, որն իրականացվում է Գերմանիայի տնտեսական համագործակցության և զարգացման դաշնային նախարարության (BMZ) և KfW Զարգացման բանկի ֆինանսավորմամբ։ Ծրագրի հայկական բաղադրիչն իրականացվում է «Բնության համաշխարհային հիմնադրամի» (WWF) հայաստանյան մասնաճյուղի (WWF-Հայաստան) կողմից՝ «Ռազմավարական զարգացման գործակալություն» ՀԿ-ի (SDA) հետ գործընկերությամբ։
