«Ժողովուրդ» օրաթերթը գրում է․ «44-օրյա պատերազմից հետո, երբ գրեթե ամբողջ հասարակությունը մեղադրում ու պատասխանատվության էր կանչում վարչապետին ու նրա թիմին, Փաշինյանը մոտ 10 օր անց հայտարարություն տարածեց՝ ներկայացնելով առաջիկա անելիքների ճանապարհային քարտեզը: Մինչ օրս, սակայն, 15 կետանոց «ճանապարհային քարտեզի» մի քանի դրույթներ են ընդամենը կատարվել, այն էլ՝ մասամբ: Արցախի կարգավիճակի եւ իրենց բնակության վայրեր արցախցիների վերադարձի առաջնահերթության, Արցախում բնականոն կյանքի վերադարձի հարցերը փաստացի չեն լուծվել:
Ավելին՝ Արցախում լարվածությունն ու անվտանգության հարցը գնալով ավելի է ահագնանում: Փաշինյանի հայտարարությունից հետո ամբողջապես չի լուծվել նաեւ գերեվարված զինվորականների ու քաղաքացիական անձանց վերադարձի հարցը։ Մինչ օրս անհայտ է նաեւ անհետ կորածներից շատերի ճակատագիրը: «Պատերազմին մասնակցած անձանց եւ, ընդհանուր առմամբ, հանրության հոգեբանական ռեաբիլիտացիայի համակարգի ձեւավորում» դրույթի մասով առհասարակ որեւէ աշխատանք չի տարվել:
Նիկոլ Փաշինյանի նշած կետերից միայն քաղաքական դրույթներն են որոշակիորեն կատարվել, այն է՝ Ընտրական օրենսգրքի ընդունումը, ապօրինի գույքը բռնագանձելու համար դատարանի կյանքի կոչումն ու արտախորհրդարանական ուժերի հետ վարչապետի պարբերական հանդիպումը, որոնք բացառապես քաղաքական հարցեր են: Ինչ վերաբերում է 44-օրյա ավերիչ ու աղետաբեր պատեազմի հետեւանքով առաջացած օրհասական խնդիրներին, դրանք մեծամասամբ չլուծված են մնացել:
