Մեդինսկին բացահայտել է Կիևի չեզոքության, Ղրիմի և Դոնբասի վերաբերյալ նոր առաջարկները
POLITICSՌուսաստանի պատվիրակությունը Ստամբուլում Ուկրաինայի ներկայացուցիչների հետ բանակցություններում գրավոր առաջարկներ է ստացել, որոնք հաստատում են Կիևի ցանկությունը երկրի չեզոք և ոչ միջուկային կարգավիճակ ունենալու և Կիևի իշխանությունների հրաժարումը ռազմական ճանապարհով վերադարձնել Ղրիմն ու Դոնբասը։ Այս նախաձեռնությունների էությունը բացահայտել է Ռուսաստանի նախագահի օգնական Վլադիմիր Մեդինսկին, երեքշաբթի՝ մարտի 29-ին, հայտնում է ՏԱՍՍ-ը։
Նա պարզաբանել է, որ Կիևի առաջարկները, մասնավորապես, ներառում են զանգվածային ոչնչացման բոլոր տեսակի զենքերի արտադրությունից և տեղակայումից հրաժարվելը, ինչպես նաև Ուկրաինայի տարածքում օտարերկրյա զորքերի տեղակայման արգելքը։
«Մենք առաջարկներ ենք ստացել Ուկրաինայից՝ քննարկման համար, հստակ ձևակերպված դիրքորոշում՝ դրանք պայմանագրում ներառելու վերաբերյալ», - ասել է Մեդինսկին՝ հավելելով, որ այդ նախաձեռնությունները կքննարկվեն մոտ ապագայում և կզեկուցվեն նախագահին։
Կիևի ներկայացուցիչներն առաջարկել են օրինականորեն ամրապնդել Ուկրաինայի կարգավիճակը՝ որպես մշտական չեզոք, ոչ բլոկային, ոչ միջուկային պետության՝ միջազգային իրավական երաշխիքների ներքո։ Երաշխավոր երկրների ցանկը պարունակվում է ռուսական կողմին ներկայացված առաջարկություններում, փոխանցում է «ՌԻԱ Նովոստին»։
Միևնույն ժամանակ, այս առաջարկների համաձայն, Ուկրաինան հրաժարվում է ոչ միայն միանալ ռազմական դաշինքներին, այլև օտարերկրյա ռազմակայաններ և կոնտինգենտներ տեղակայել, ինչպես նաև իր տարածքում զորավարժություններ անցկացնել առանց երաշխավոր երկրների, այդ թվում՝ Ռուսաստանի համաձայնության։
Կիևը պատրաստ է հրաժարվել Ղրիմի և Դոնբասի տարածքի վրա անվտանգության երաշխիքների ընդլայնումից, այսինքն, ըստ էության, այդ տարածքների համար պայքարելու ծրագրերից։
Անվտանգության այս երաշխիքները չեն տարածվում Ղրիմի և Սևաստոպոլի տարածքի վրա։ Այսինքն՝ Ուկրաինան հրաժարվում է Ղրիմը, Սևաստոպոլը ռազմական ճանապարհով վերադարձնելու ցանկությունից և հայտարարում է, որ դա հնարավոր է միայն բանակցությունների միջոցով, ասել է նա։ — Սա, իհարկե, ոչ մի կերպ չի համապատասխանում մեր դիրքորոշմանը, բայց Ուկրաինան իր մոտեցումն է ձեւակերպել
Կիևը նաև պնդում է, որ Ռուսաստանը դեմ չէ ԵՄ-ին Ուկրաինայի անդամակցությանը և խնդրում է վերջնական որոշում կայացնել երկու երկրների ղեկավարների հանդիպման ժամանակ։
Բանակցություններից հետո Մեդինսկին ասել է, որ Մոսկվան Կիևի նկատմամբ երկու քայլ է անելու։
«Իմ կողմից կարող եմ ասել, որ մենք նաև երկու քայլ ենք անում հակամարտության դեէսկալացիայի ուղղությամբ»,- ասել է ՌԴ նախագահի օգնականը։
Նա պարզաբանել է, որ այդ քայլերը վերաբերում են քաղաքական և ռազմական հատվածին։
Ռուսաստանի ղեկավարությունը կքննարկի պայմանագրի վերաբերյալ Կիևի առաջարկները, որից հետո իր պատասխանը կտա դրանց»,- ասել է Մեդինսկին։
Միևնույն ժամանակ նա հավելել է, որ ՌԴ նախագահ Վլադիմիր Պուտինի և ուկրաինացի գործընկեր Վլադիմիր Զելենսկու հանդիպումը հնարավոր է Ռուսաստանի և Ուկրաինայի միջև արտաքին գործերի նախարարության մակարդակով պայմանագրի նախաստորագրման հետ միաժամանակ։
