44-օրյա պատերազմը աչքի ընկավ Հայաստանի համար անդառնալի հետևանքներով։ Այն աննախադեպ էր ոչ միայն մարդկային ու նյութական հսկայական կորուստներով, այլև արգելված զինատեսակների աննախադեպ կիրառմամբ։
Առ այսօր միջազգային հանրության կողմից պատշաճ գնահատական չի տրվել Ադրբեջանի կողմից հայկական կողմի դեմ արգելված զինատեսակներ օգտագործելու փաստին։

Հոկտեմբերի 1-ին Արցախի Մարդու իրավունքների պաշտպան Արտակ Բեգլարյանը հայտնել էր, որ փաստահավաք աշխատանքի արդյունքում Ադրբեջանի կողմից արձանագրվել են կասետային ռումբերի կիրառման դեպքեր, որոնք միջազգային նորմերով արգելված են։
«Դրանք միջազգային մարդասիրական իրավունքով արգելված են, հատկապես քաղաքացիական բնակչության և բնակելի հատվածների հանդեպ կիրառելու առումով: Որոշ դեպքերում վիրավորումներն արձանագրվել են հենց կասետային զենքերից, որոշ դեպքերում առկա եղել չպայթած կասետային զենքեր` ներառյալ բավականին մեծ չափով Ստեփանակերտում, ինչը լրացուցիչ երկարաժամկետ վտանգ է ներկայացնում քաղաքացիական բնակչության հանդեպ»,- ասել էր Բեգլարյանը:

Ղարաբաղյան հակամարտության գոտում ադրբեջանական ուժերը կիրառել են քիմիական զենքի տարրեր պարունակող ֆոսֆորային զինատեսակ, ինչը հանդիսանում է միջազգային մարդասիրական իրավունքի, սովորութային իրավունքի նորմերի ու սկզբունքների, Ժնևյան կոնվենցիաների, ինչպես նաև ՄԱԿ-ի համապատասխան կոնվենցիաներով ու փաստաթղթերով նախատեսված դրույթների կոպտագույն խախտում և, բացի հայկական ուժերին վնասներ պատճառելու նպատակ հետապնդելուց, նաև խնդիր ունի առաջացնել մասսայական անտառային հրդեհներ ու տվյալ տարածքում ստեղծել բնապահպանական աղետի իրական վտանգներ, հայտնում էր Արցախի պաշտպանության բանակը:
