Արցախի մարդու իրավունքների պաշտպան Գեղամ Ստեփանյանը ֆեյսբուքյան գրառում է արել, որում ասվում է․

«Ստեփանակերտի զինվորական հոսպիտալում ծանոթացել եմ մարտի 25-ին Ադրբեջանի կողմից իրականացված հանցավոր գործողությունների հետևանքով վիրավորում ստացած անձանց առողջական վիճակին։

Այս պահին ճշտված տեղեկություններով 14 անձինք ստացել են տարբեր աստիճանի վիրավորումներ։ 10-ը անձանց վիճակը բժիշկների կողմից գնահատվում է թեթև, 1-ը՝ միջին ծանրության, 1-ը՝ ծանր, 2 անձանց վիճակը ծայրահեղ ծանր է։

Վիրավորների հետ ունեցած առանձնազրույցներից պարզվել է, որ վիրավորման գրեթե բոլոր դեպքերը արձանագրվել են Ադրբեջանի զինված ուժերի կողմից անօդաչու թռչող սարքերի կիրառման հետևանքով։

Հրադադարի պայմաններում զինվորական անձնակազմի նկատմամբ նման գործողությունները ևս պետք է դիտարկվեն որպես հանցագործություններ և միջազգային մարդասիրական իրավունքի կոպտագույն խախտումներ, մանավանդ, որ վիրավորների հետ ունեցած առանձնազրույցրերից պարզ է դարձել, որ նրանցից ոմանք անօդաչու թռչող սարքերով դիտավորյալ թիրախավորվել են այն պահին, երբ փորձում էին առաջին օգնություն ցուցաբերել իրենց վիրավորված ընկերներին։ Սրանից եզրակացնում ենք, որ ադրբեջանական կողմը, ԱԹՍ-ներով անխոչընդոտ դիտարկելու հնարավորություն ունենալով հանդերձ, հարված է հասցրել այն պահին, երբ զինվորականների կողմից իրականացվում էր հումանիտար գործողություն։

Ադրբեջանի ռազմաքաղաքական ղեկավարության կողմից համակարգային կերպով իրականացվող էթնիկ զտման ու ցեղասպանական գործողությունների պայմաններում Արցախի պաշտպանության ուժերը անառարկելիորեն իրականացնում են միջազգային փաստաթղթերով ամրագրված ինքնապաշտպանություն՝ ապահովելու Արցախի ժողովրդի կյանքի և գոյության իրավունքը»։
