ՊՆ-ն հաստատում է. Հայաստանի և Ադրբեջանի պաշտպանության նախարարությունների միջև հատուկ կապ կա

Հայաստանի ՊՆ-ն հաստատում է, որ Հայաստանի և Ադրբեջանի պաշտպանության նախարարությունների միջև հատուկ կապ կա. հաղորդում է Hetq.am-ը:

Վերջին շրջանում իրավիճակը բավականին լարված է ոչ միայն Արցախում, այլև հայ-ադրբեջանական շփման գծի հարավարևելյան հատվածում՝ Ներքին Հանդում, որտեղ ադրբեջանական կողմը դիրքերն առաջ է բերել։

Դեռ 2021 թվականի նոյեմբերի 19-ին վարչապետ Նիկոլ Փաշինյանը հեռախոսազրույց էր ունեցել Եվրոպական խորհրդի նախագահ Շառլ Միշելի հետ։ Հեռախոսազրույցից հետո Եվրոպական խորհրդի տարածած հաղորդագրության մեջ նշվում էր, որ համաձայնություն է ձեռք բերվել Հայաստանի և Ադրբեջանի պաշտպանության նախարարների մակարդակով ուղիղ կապ ստեղծելու վերաբերյալ՝ միջադեպերից խուսափելու համար։

Հաշվի առնելով վերջին շրջանում առկա իրավիճակը՝ «Հետք»-ը պաշտպանության նախարար Սուրեն Պապիկյանին հարցում էր ուղարկել՝ խնդրելով նշել, թե, ի վերջո, Հայաստանի և Ադրբեջանի պաշտպանության նախարարների միջև հաստատվե՞լ է Շառլ Միշելի մատնանշած հատուկ կապը, եթե այո, ապա հայկական ու ադրբեջանական կողմերը ուղիղ շփում ունեցե՞լ են այդ կապով։

Պատասխանում, որը ստորագրել է ՊՆ գլխավոր քարտուղար Համլետ Բատիկյանը, ՀՀ պաշտպանություն նախարարությունը հայտնել է, որ Հայաստանի և Ադրբեջանի պաշտպանությունների նախարարությունների միջև հաստատվել է վերոնշյալ հատուկ կապը՝ հավելելով, որ «հնարավոր չէ տրամադրել բովանդակային տեղեկատվություն՝ ելնելով կապի գաղտնիության ռեժիմի ապահովման անվտանգությունից»։

Այստեղ հետաքրքրականն այն է, որ Եվրոպական խորհրդի հաղորդագրության մեջ հստակ նշվում էր, որ հատուկ կապը հաստատվելու է երկու երկրի պաշտպանության նախարարների միջև, մինչդեռ ՀՀ ՊՆ-ն իր պատասխանում կիրառում է «նախարարությունների միջև ձևակերպումը»։ Հետևաբար, հասկանալի չէ՝ արդյոք Սուրեն Պապիկյանն ու Զաքիր Հասանովն են գտնվում հեռախոսակապի տարբեր ծայրերում, ինչպես ավելի վաղ նշում էին եվրոպացի պաշտոնյաները։

Պաշտպանության նախարարությունը հրաժարվել է նաև պատասխանել, թե ինչ կապի միջոց են կիրառում կողմերը։ Խոսքը հեռախոսի՞, տեսակապի՞, թե՞ մեկ այլ միջոցի մասին է։ Պաշտպանության նախարարությունը նաև չի նշում, թե վերջին անգամ երբ են կապ հաստատել կողմերը և, ի վերջո, արդյոք հնարավոր եղե՞լ է այդ կապի միջոցով կանխել երկու երկրի շփման գծում հնարավոր բախումները։

Ըստ պաշտպանական գերատեսչության՝ «իրադրությունը ՀՀ պետական սահմանին կայուն է», իսկ «Արցախում տեղակայված ՌԴ խաղաղապահ ուժերի հետ համատեղ մշտապես տարվում են աշխատանքներ Արցախի սահմանային հատվածներում տեղի ունեցող միջադեպերի կանխման և կարգավորման ուղղությամբ»։

Իսկ մեր այն հարցին, թե արդյոք Հայաստանի Հանրապետությունը շարունակում է մնալ Արցախի անվտանգության երաշխավորը, Պաշտպանության նախարարությունը նշել է, որ «ՀՀ պաշտպանության նախարարությունը և ՀՀ զինված ուժերն ապահովում են ՀՀ նախագահի 25.12.2007 թ. թիվ ՆՀ-308-Ն հրամանագրով հաստատված ՀՀ ռազմական դոկտրինի և ՀՀ անվտանգության խորհրդի 10.07.2020 թ. որոշմամբ հաստատված ՀՀ ազգային անվտանգության ռազմավարության պահանջների կատարումը»։ Ե՛վ ռազմական դոկտրինում, և՛ ազգային անվտանգության ռազմավարության մեջ նշվում է, որ Հայաստանն Արցախի անվտանգության երաշխավորն է։ Մնում է, որ դա իրականացվի նաև գործնականում։
