Հայաստան գիտնականների ներգաղթ է պետք կազմակերպել

Դեռևս 2021թ. ՀՀ կառավարությունը գործնական քայլերի անցավ՝ ավելացնելու գիտության ֆինանսավորումը։ Ռազմավարության կազմումը և առաջին փուլի գործարկումը իրականացվեց ՀՀ նախկին փոխվարչապետ Տիգրան Ավինյանի գրասենյակի կողմից։ ՀՀ Կառավարությունը գիտության ֆինանսավորումը ավելացրել է 85 տոկոսով՝ գիտության ոլորտն ավելի մրցակցային և գրավիչ դարձնելու, երիտասարդ կադրեր ներգրավելու ու ոլորտում առաջընթաց ապահովելու համար։ Միաժամանակ բարձրացվել են գիտական թեմատիկ հետազոտություններին հատկացվող գումարները՝ 2,5 անգամ։
Radar Armenia-ի հետ զրույցում Կենսաբանական գիտությունների թեկնածու, ՀՀ ԳԱԱ Մոլեկուլային կենսաբանության ինստիտուտի գիտաշխատող, վիրուսաբան Հովակիմ Զաքարյանը, սակայն, նշեց, թե այս ներդրումը բավարար չէ։
Նրա խոսքով՝ ֆինանսավորումը բավարար չէ և պետք է այն ավելացնել. «Խնդիրը այն է, որ գիտությանը տրամադրվող գումարը, ի սկզբանե, շատ քիչ է, և եթե շատ քիչ գումարը երկու անգամ ավելացնում ես, դա բավարար չէ հասնելու համար այն մինիմալ շեմին, որը պետք է ոլորտի նորմալ գործունեությունը ապահովելու համար»։
Ըստ Զաքարյանի՝ ներդրումները պետք է արդյունավետ ծրագրերի համար իրականացնել. «Կարող եք ամբողջ գումարը տալ որոշակի հետազոտություններին, որոնք, ի սկզբանե, ո՛չ արդիական են, ո՛չ առաջադեմ, և ո՛չ էլ երբևէ որևէ լուրջ արդյունքներ կարող եք այնտեղ գրանցել, և դրանով ամբողջ գումարները կփոշիանան, բայց կարող ես այնպիսի ֆինանասավորման մեխանիզմներ մտածել, որոնց արդյունքում գնան այն խմբերին, այն լաբորատորիաներին, որոնք մրցունակ գիտությամբ են զբաղվում և հետևաբար, իրենց ֆինանսավորելով, կունենանք էլ ավելի մրցունակ գիտական արդյունք»։
Վիրուսաբանը նաև նշեց. «Երբ ֆինանսավորումը կհասցվի առնվազն 50 մլրդ դրամի, այդ պարագայում միանշանակ ֆինանսական ռեսուրսները բավարար կլինեն գայթակղիչ առաջարկ անելու դրսի գիտնականներին։ Բայց պետք է ներսում այնպիսի միջավայր ստեղծել, այդ թվում՝ օրենսդրական, որ գիտությամբ զբաղվելը Հայաստանում շատ ավելի բարենպաստ լինի, քան պայմանականորեն Ֆրանսիայում, Ռուսաստանում կամ օրինակ Կորեայում»։
Հովակիմ Զաքարյանը կարծում է, որ Հայաստանում գիտնականների ներգաղթ կազմակերպելուց բացի այլընտրանքներից մեկը Հայաստանում մրցունակ գիտնականներ պատրաստելն է, «սական դա երկարատև գործընթաց է, իսկ այս պահին այդքան ժամանակ չկա»։
