Մեր աչքի առաջ տեղի է ունենում նախկին աշխարհակարգի փլուզումը։ Սա չափազանցություն չէ՝ հաշվի առնելով հակամարտության և համաշխարհային բարիկադավորման մասշտաբները։

Ռազմական գործողությունները Եվրոպայի տարածքում ուղեկցվում են մարդկության նորագույն պատմության մեջ աննախադեպ տնտեսական պատերազմով։ Չկա որևէ հաշվարկ, թե ինչի կարող է հանգեցնել տնտեսական այս համաշխարհային պատերազմը։ Փլուզվող տնտեսական կապեր, տասնամյակների ընթացքում ձևավորված լոգիստիկ համակարգերի փլուզում, դիմացինին վատություն անելու մոտիվացիայով վատ հաշվարկված քայլեր, որոնք ունեն զգալի պոտենցիալ՝ համաշխարհային աղետ բերելու։
Ոչ ոք չի ուզում պատերազմ, բայց պարզվում է , որ սա 21-րդ դարում բավարար պայման չէ՝ պատերազմ չունենալու համար։ Լինում է իրականություն, երբ նույնիսկ այդ պայմաններում ծագում է պատերազմ՝ իր ողջ հետևանքներով։

Ամբողջական հասարակություններ, ամբողջական ժողովուրդներ են այսօր բարիկադավորվել, ու սա դեռ սկիզբն է։ Չարությունը միմյանց հանդեպ, բոլորը՝ բոլորի հանդեպ ստանում է մեգամասշտաբներ։

2020 թվականից մեր սխալների, ու նաև օբյեկտիվ իրողությունների պատճառով խոշոր ցնցումների ենթարկվեց մեր տարածաշրջանը։ Նոր իրականություն, նոր դերակատարներ, նոր դերաբաժանումներ։ Մի կողմից հիմնարար փոփոխությունների է ենթարկվում աշխարհը, մյուս կողմից՝ ինտենսիվ ընթանում է Հարավային Կովկասի նոր ճարտարապետության ձևավորումը։

Համաշխարհային և տարածաշրջանային փոփոխություններին Հայաստանը պետք է ներկայացնի իր հայտը։ Մեր փոխարեն ոչ ոք չի անելու։ Ուժերի գերլարումով, հայակական աշխարհի ռեսուրսներով մենք պարտավոր ենք ձևակերպել մեր հայտը և ատամներով պաշտպանել այն։

Մենք պարտավոր ենք լինել սառնասիրտ, գրագետ ու նախաձեռնող։
Համաշխարհային տուրբուլենտության այս պայմաններում հայկական օրակարգը պետք է կազմված լինի ընթացիկ՝ հակաճգնաժամային քայլերից և հեռանկարային ազգային տեսլականից։

Իսկ այս ամենի առանցքը անվտանգությունն է. Ռազմական, տնտեսական, սոցիալական, մշակութային և այլն։ Անվտանգություն՝ ամենալայն ու ամենասուր հասկացությամբ։
Չափազանց սուր են այսօրվա հրատապ ռիսկերը. Սկսած ռազմական բախումների հնարավորություններից մինչև պարենային սուր խնդիրներ, ֆինանսական համակարգի կայունություն։

Խոշոր պետությունները իրենց սեփական պարենային անվտանգությամբ պայմանավորված արգելում են արտահանումը։ Հայաստանը կարող է կանգնել բարդագույն խնդիրների առաջ։ Լոգիստիկ կապերի քանդումը էլ ավելի է բարդացնում վիճակը։

Հայաստանի գործող կառավարությունը, մեծ հաշվով, ճգնաժամային կառավարություն է , ինչը ենթադրում էր անելիքի և քայլերի էական վերանայում և նոր առաքելության գիտակցում։ Դատելով ամեն ինչից՝ կառավարությունը չի գիտակցում աշխարհում տեղի ունեցող փոփոխությունների ծավալը և չի պատկերացնում Հայաստանի համար ռիսկերի սրությունը։

Բայց նույնիսկ այս իրավիճակը մեզ չպետք է շեղի հետպատերազմյան նոր հայկական տեսլականի և հեռանկարային ազգային նոր ուղենիշների ձևավորման խնդրից։ Առանց դրա պետություններն ու ազգերը չեն վերականգնվում։ Դրանք կարող են «ներառել կարմիր գծեր», դեմոգրաֆիկ նպատակներ, հայապահպանության խնդիրներ, արժեհամակարգային ուղենիշներ, գիտամշակութային վերածննունդ և այլն։ Ու այս ամենի հիմքում անվտանգությունն է, որպես հայկական օրակարգի առանցք։ Մենք այս հարցում պարտավոր ենք գտնել ճշգրիտ լուծումները. Սա այն հարցն է, որտեղ սխալվելու իրավունքը բացառվում է։
