realtribune.ru-ն «Թուրքիային պետք է Հայաստանը, բայց արդեն առանց Ռուսաստանի» վերնագրով հոդվածում գրում է, որ հայթուրքական հարաբերությունների կարգավորման գործընթացը ձգձգվում է: Միաժամանակ կողմերը կցուցաբերեն պատրաստակամություն շարժվելու միմյանց ընդառաջ, անգամ որոշ փոխադարձ քայլեր կձեռնարկվեն։ Սակայն, ամենայն հավանականությամբ, այս փուլում բեկումնային լուծումների չարժե սպասել։ Այստեղ կարևորը հայ-թուրքական հարաբերությունների կարգավորման գործընթացի բուն համատեքստն է։

Ակնհայտորեն, Անկարան է գործընթացի նախաձեռնողը, նա ձգտում է ամրապնդել իր ներկայությունն ու ազդեցությունը ողջ Հարավային Կովկասում Հայաստանի հետ հարաբերությունների կարգավորման միջոցով։ Թուրքիայի դերը տարածաշրջանում տեղի ունեցող գործընթացներում վերջին տարիներին զգալիորեն աճել է, և այդ դերի ամենավառ օրինակը Արցախյան 44-օրյա պատերազմն էր։ Կասկածից վեր է, որ Անկարան մտադիր է ամրապնդել իր դիրքերը Հարավային Կովկասում՝ ի հաշիվ ուրիշների շահերի, այդ թվում՝ Ռուսաստանի։ Թուրքիայի համար այդ տարածաշրջանը կարևոր է որպես Կենտրոնական Ասիայի նկատմամբ իր քաղաքականության իրականացման յուրատեսակ ցատկահարթակ։ Թուրքական վերնախավի կտրուկ բացասական արձագանքն այս տարվա հունվարին Ղազախստան խաղաղապահ զորախումբ ուղարկելու ՀԱՊԿ որոշմանը նույնպես վկայում է Կենտրոնական Ասիայի վերաբերյալ Անկարայի տեսակետների մասին։ ՀԱՊԿ զորքերը Ղազախստան ուղարկելուց հետո Թուրքիայում կրկին արդիական դարձավ թյուրքական պետությունների զինված ուժերի ստեղծման թեման։

Ոչ պակաս հետաքրքիր էր Ադրբեջանի արձագանքը Ղազախստանում տեղի ունեցող իրադարձություններին, ինչը ցույց է տալիս, որ ադրբեջանական հասարակության և իշխող դասի որոշակի հատվածը համակրանքով է վերաբերվում պանթյուրքիստական գաղափարներին։ Հետևաբար, Թուրքիայի հետ բանակցելու Ռուսաստանի փորձը կարող է որոշակի արդյունքների հանգեցնել միայն մարտավարական, բայց ոչ ռազմավարական մակարդակում։ Ուկրաինայի, Ղազախստանի և Հարավային Կովկասի վերաբերյալ Անկարայի հայտարարություններն ու գործողությունները վկայում են այն մասին, որ Թուրքիան գործում է Իվան Կռիլովի առակում նկարագրված սկզբունքով՝ «իսկ Վասկան լսում է և ուտում»։

Հարկ է նշել ևս մեկ ուշագրավ փաստ: Ռուսական կողմի միջնորդությամբ Մոսկվայում կայացել է հայ-թուրքական հարաբերությունների կարգավորման վերաբերյալ առաջին հանդիպումը, ինչը վկայում է այդ գործընթացը վերահսկելու Ռուսաստանի ցանկության մասին։ Սակայն թուրք պաշտոնյաներն արդեն հայտարարել են, որ Անկարան ցանկանում է ուղղակիորեն և առանց միջնորդների բանակցել Երևանի հետ։ Այդ ֆոնին, ամենայն հավանականությամբ, Ռուսաստանի և Հայաստանի համար նպատակահարմար կլինի համաձայնեցված դիրքորոշում մշակել Հարավային Կովկասում տեղի ունեցող գործընթացների և տարածաշրջանի ապագայի տեսլականի վերաբերյալ։
