«Փաստ» օրաթերթը գրում է
Նիկոլ Փաշինյանի կառավարության համար ավելի ու ավելի սովորական բնույթ է ստանում «հպարտ քաղաքացիներից» գաղտնի որոշումներ կայացնելը: Մասնավորաբար, կառավարության նիստերի օրակարգերում ընդգրկված հարցերի մեջ, որպես կանոն, չզեկուցվողները աստիճանաբար մոտենում են 100 տոկոսի շեմին։ Հատկանշական է, որ չզեկուցվող հարցերի հիմնական մասը վերաբերում է ֆինանսական բաշխումներին կամ հատկացումներին:
Օրինակ՝ կառավարության վերջին նիստի ժամանակ չզեկուցվող նախագծերից մեկով վարչապետի աշխատակազմը 2022 թվականի պետբյուջեում վերաբաշխում կատարելու նախագիծ էր ներկայացրել, որով 46 միլիոն 976 հազար դրամ է հատկացվել մի շարք ՀԿ-ների՝ քաղաքացիական հասարակության կառույցների և նրանց կարողությունների զարգացման, տնտեսական և քաղաքական կյանքում ՔՀԿ-ների ընդգրկվածության և մասնակցության աճին նպաստելու համար։ Այստեղ կարևոր հանգամանքներից մեկն այն է, որ կառավարությունը գաղտնի է պահում, թե կոնկրետ որ ՀԿ-ներին է այդ գումարը հատկացվելու և ամեն մեկին՝ ինչքան։ Իհարկե, նախկինում նույնպես եղել են նման հատկացումներ, սակայն պետական աջակցություն ստացած ՀԿ-ների ցանկը գաղտնի չի պահվել։
«Փաստ» թերթի տեղեկություններով, այս անգամ ֆինանսավորվել են հիմնականում իշխանության շահերն ու հետաքրքրությունները սպասարկող կազմակերպությունները: Պատահական չէ, որ սոցցանցերում ակտիվ շրջանառվում է կարծիք, թե այս հատկացումները և՛ յուրահատուկ շնորհակալություն են արդեն մատուցած ծառայությունների համար, և՛ ավանս՝ առաջիկայում ակնկալվող ծառայությունների դիմաց։
