Ուկրաինայի շուրջ իրավիճակը սրվում է։ ԱՄՆ նախագահը հայատարարել է, որ Պուտինն Ուկրաինա ներխուժելու որոշում է կայացրել։

Այս թեմայի մասին զրուցել ենք քաղաքագետ Արա Պապյանի հետ։

Հարցին, թե ի՞նչ զարգացումներ կարող են տեղի ունենալ` քաղաքագետն ասաց. «Կարծում եմ, որ կատարվում է այն, ինչը կանխատեսելի էր, բայց ես կարծում եմ, որ մեծ պատերազմ հնարավոր չէ։ Մեծ ասելով՝ նկատի ունեմ, որ ռուսական զորամիավորումները մուտք գործեն, և զինված ուժերի կիրառում լինի։ Այո, այդ սպառնալիքները կան, անընդհատ այդ ամբողջը պատկերվում է, բայց Ռուսաստանը դրան չի գնա։ Տեղի է ունենում զինվորականների տեղափոխում Լուգանսկի և Դոնբասի տարածք, բայց դրանք տեղական ուժեր են ներկայացվում։ Սա ճնշման միջոց է, ռուսական կողմն ուկրաինական կողմին մեղադրում է Դոնբասի ու Լուգանսկի տարածքում «ցեղասպանություն իրականացնելու մեջ»։

1948 թվականի կոնվենցիայի համաձայն՝ ցեղասպանության կանխարգելումը միջազգային պարտավորություն է, այսինք հիմք է ստեղծում, որ առանց հրավերի կարելի է մուտք գործել։ Եվ քանի որ նախադեպ կա, հիշում ենք՝ ցեղասպանության կանխարգելման անվան տակ Կոսովոն անջատվեց և ճանաչվեց անկախ, դրա նախադեպն են ուզում ռուսներն օգտագործել։ Այստեղ մեզ հետ կապված մի դիտարկում կուզեմ անել։ Շատերն ասում են՝ դե Ռուսաստանը Արցախի դաշնակիցը չէ, ինչպե՞ս պետք է օգներ 44-օրյա պատերազմի ժամանակ։ Եթե Ռուսաստանն իսկապես ուզենար կանխել օկուպացիան, Արցախի տարածքում կային ցեղասպանական գործողություններ, մարդիկ սպանվում էին իրենց էթնիկ և կրոնական պատկանելության համար, առանց որևէ փոխադարձ պայմանագրի կարող էր զորք տեղակայել ու կանխել Հադրութի, Շուշիի և մյուս համայնքների օկուպացիան։ Արցախի տարածքում ցեղասպանական գործողություններ էին, որովհետև այդ համայնքներում ովքեր մնում էին, սպանվում էին, քանի որ հայ էին։ Ես կարծում եմ՝ ԱՄՆ նախագահն ինֆորմացիա ունի, որ նման հայտարարություն է անում։ Առաջին անգամ չէ, որ Բայդենն այդ մասին հայտարարել է, բայց այստեղ կա մի հանգամանք։ Որպեսզի այդ մեծ բլեֆը, որն այսօր Պուտինն անում է, լինի ավելի հավաստի, շատ հնարավոր է, որ ռուսներն իսկապես նման ծրագրեր կազմեն և դիտավորյալ էլ արտահոսք կազմակերպեն։ Պուտինն առնվազն պետք է խելապակաս լինի, եթե մեծամասշտաբ պատերազմի գնա։ Նա հաղթելու շանս ուղղակի չունի։ Եթե մինչև իսկ գրավում է ինչ-որ բան, այդ ինչ-որ մի բանն իր համար դառնում է բեռ։ Երբ դու տարածք ես գրավում, պետք է անես հանուն քո օգուտի, օրինակ, հանքերն օգտագործես, ելք ունենաս դեպի ծով։ Այդ քայլն իրեն ոչ մի օգուտ չի տալիս, ոչ մի ռազմավարական խնդիր չի լուծում։ Այդ քայլին գնալու դեպքում Ռուսաստանը պետք է կարողանա դիմանալ Արևմուտքի ճնշմանը, ֆինանսական և այլ պատժամիջոցներին, ինչի համար Ռուսաստանն այսօր չունի բավարար ռեսուրս։ Ռուսաստանում, այդ թվում՝ պաշտպանական ոլորտի արտադրություններ կան, որոնց բաղադրիչները գալիս են դրսից։ Իրենք չեն կարողանա փոխարինողներ գտնել։ Հիմա, եթե ԱՄՆ Սենատն արգելի այդ ընկերություններին վաճառել այդ պահեստամասերը Ռուսաստանին, դա նշանակում է, որ ՌԴ անվտանգությունն էապես կխաթարվի։ Այնպես որ, կարծում եմ, Պուտինը մեծ բլեֆ է անում»։
