Սահմանամերձ 81 համայնքի բնակիչների կոմունալները կփոխհատուցվեն բյուջեի հաշվին
SOCIETYԿառավարությունն այսօրվա նիստով գումար կհատկացնի սահմանամերձ մի շարք համայնքներին, որպեսզի թեթևացնի տեղի բնակիչների առօրյա հոգսերը։ Մասնավորապես, նիստի օրակարգում ընդգրկված համապատասխան նախագծով նախ հիշեցվում է նախկինների օրոք ՀՀ սահմանամերձ համայնքների բնակիչների առօրյա հոգսերը հնարավորինս մեղմելու և կենսապայմանները բարելավվելու նպատակով ընդունված ՀՀ կառավարության 2014 թվականի դեկտեմբերի 18-ի N 1444-Ն որոշումը, որով սահմանվում է Հայաստանի Հանրապետության սահմանամերձ համայնքներին տրվող սոցիալական աջակցության փոխհատուցման ենթակա ծավալները, փոխհատուցման կարգն ու փոխհատուցում ստացող սահմանամերձ համայնքների ցանկը։
Ըստ նախագծի՝ 2021 թվականի ՀՀ պետական բյուջեով որպես աջակցություն սահմանամերձ համայնքներին հատկացվել է 1մլրդ 155 մլն 205 հազար 800 դրամ գումար, և սույն նախագծով նախատեսվում է այդ գումարի բաշխումը այն մարզերի միջև, որոնց համայնքներն ընդգրկված են ՀՀ կառավարության N 1444-Ն որոշմամբ փոխհատուցում ստացող համայնքների ցանկում:
Վերոնշյալ գումարը տրամադրվում է ՀՀ Արարատի (թվով 2), Գեղարքունիքի (թվով 3), Վայոց Ձորի (թվով 2), Սյունիքի (թվով 5), և Տավուշի (թվով 11) մարզերի 23 սահմանամերձ համայնքների 81 բնակավայրերի բնակիչներին բնական գազի, էլեկտրաէներգիայի, ոռոգման ջրի սակագնի մասնակի և անշարժ գույքի հարկի փոխհատուցման նպատակով:
Փաստորեն, այս իշխանությունները մի կողմից թույլ են տալիս, որ հոսանքը, գազը, ջուրը և կոմունալ մյուս ծառայությունները թանկանան, մյուս կողմից մեր հարկերի հաշվին գումարներ են ուղղում սահամանամերձ համայնքներին, որպեսզի փոխհատուցեն իրենց թեթև ձեռքով թանկացած գազի, ջրի, լույսի վարձավճարները։ Եւ այս նախագիծը, ի տարբերություն օրակարգում ընդգրկված մյուս հարցերի, զեկուցվող է, քանի որ ունի ակնհայտ պոպուլիստական բնույթ։ Այն Նիկոլ Փաշինյանի համար կարող է հնարավորություն ընձեռել ժողովրդի հաշվին ժողովրդի վրա լավություն ծախողի դիրքերից պոպուլիստական ելույթներ ունենալ և դրանցով փակել իր ապաշնորհ քաղաքականության հետևանքով տուժած քաղաքացիների բերանները։
