ԱԺ «Քաղաքացիական պայմանագիր» խմբակցությունը բացասական եզրակացություն տվեց «Հայաստան» խմբակցության ներկայացրած՝ Ադրբեջանի և Թուրքիայի խորհրդարանների կողմից «Շուշիի հռչակագրի» վավերացումը դատապարտող հայտարարության նախագծին։ Հիմնավորումն այն էր, որ ամիսներ առաջ ՀՀ ԱԳՆ-ն արդեն այդ առիթով դատապարտող հայտարարություն արել է, և չարժե այն հիմա կրկնել։

Այս թեմայի մասին զրուցել ենք Մարդկային զարգացման միջազգային կենտրոնի նախագահ Թևան Պողոսյանի հետ։

Հարցին, թե ինչ կարծիք ունի իշխանության այս քայլի մասին` Թևան Պողոսյանն ասաց. «Եթե ԱԳՆ-ն ամիսներ առաջ հայտարարություն է արել և այդ հայտարարությունն ուժի մեջ է, ապա չեմ կարողանում իմաստը հասկանալ, թե ինչո՞ւ խորհրդարանը նույն ԱԳՆ հայտարարությունը հիմք չի ընդունում։ Կարող եք նստել ընդդիմության հետ բանակցել, օրինակ ծառայել, իշխանությունը ձեր ձեռքին է։ Եթե իսկապես կարծում եք, որ այս ազգին միասնականություն է պետք, գնացեք այդ ճանապարհով։ Օրինակ՝ Ղարաբաղյան շարժման 34-ամյակի առթիվ ԱԳՆ հայտարարությամբ բարձրաձայնում էին, որ պետք է միասնական լինել, դե թող գործողություններով ցույց տան։ Իշխանությունը կարող էր նստել, քննարկել ընդդիմության նախագիծը, այլ տեքստ առաջարկել, ամեն ինչ անել, եթե իսկապես ցանկություն ունեն»։

Հարցին, թե այսօր ինչ պետք է անի Հայաստանի իշխանությունը՝ մասնագետն ասաց. «Պետք է դատապարտող հայտարարություն ընդունել ու աշխարհով մեկ տարածել, թե ինչքան մարտահրավերներ է պարունակում Հայաստանի համար այդ հռչակագիրը։ Այդ հռչակագրի ներքո են այն բոլոր գործողությունները, որոնք Ադրբեջանն ու Թուրքիան այսօր իրականացնում են։ Օրինակ, երբ այդ հռչակագիրը վավերացրած Ադրբեջանը որոշում է, որ Արցախում հայկական պատմամշակութային հուշարձանները պետք է փոփոխվեն, նույն այդ հռչակագրո՞վ չէ այդ համագործակցության շրջանակը սահմանվում։ Եթե մի կողմից իշխանությունները դիմում են բոլոր մարմիններին ու հայտարարում, թե Ադրբեջանն այս ինչ վատ բան է արել, բա Ադրբեջանի այս մի գործողությունը լա՞վն է։ Ընդամենը մեկ շաբաթ առաջ էին դիմում ՅՈւՆԵՍԿՕ-ին, բա կարո՞ղ է այս հռչակագիրն ուրիշ Ադրբեջան է ընդունել։ Եթե այս հռչակագիրը չեք դատապարտում, ապա ձեր մյուս դատապարտումներն անհասկանալի են։ Եվ սա փաստում է, որ Հայաստանի այսօրվա գործող իշխանություններն սպասարկում են ադրբեջանական ու թուրքական շահերը։ Դրա մասին մեկ անգամ չենք ասել՝ պարտվողական իշխանությունները նորանոր պարտություններ են բերելու, օրինակներից մեկն էլ սա է»։
