Ադրբեջանի նախագահ Իլհամ Ալիեւը Ռուսաստանի նախագահ Վլադիմիր Պուտինի հետ բանակցություններից հետո լրատվամիջոցներին տված հայտարարության մեջ ասել է, որ հայկական Զինված ուժերի դուրսբերումը Ղարաբաղից եւ հաղորդակցությունների բացումը «Հայաստանի իրավական պարտավորությունն է»։

«Այսօր մենք մանրամասն քննարկեցինք հետկոնֆլիկտային իրավիճակը տարածաշրջանում։ Մենք երախտապարտ ենք Ռուսաստանին եւ անձամբ Վլադիմիր Վլադիմիրովիչ Պուտինին՝ Ադրբեջանի եւ Հայաստանի միջեւ պատերազմի դադարեցման գործում ունեցած դերի եւ հետկոնֆլիկտային կարգավորմանն ուղղված ջանքերի համար։ Կարծում եմ, որ նման երկարաժամկետ դիմակայության համար՝ մոտ 30 տարի, եւ այնպիսի ահռելի կորուստների, որոնց բախվեց Ադրբեջանը, այն, որ մոտ մեկ տարի անց Ադրբեջանը եւ Հայաստանը արդեն ներգրավված են առնվազն երկու միջազգային ձևաչափերում, այն է՝ Ռուսաստանի, Ադրբեջանի եւ Հայաստանի փոխվարչապետների մակարդակով աշխատանքային խումբը, ինչպես նաեւ՝  3+3 հարթակը, որը ներառում է Ռուսաստանը, Թուրքիան, Իրանը, Ադրբեջանը եւ Հայաստանը, դա արդեն մեր մտադրությունների վկայությունն է։ Եվ, իհարկե, մենք ակնկալում ենք, որ հայկական կողմը լիովին կկատարի 2020 թվականի նոյեմբերի 9-10-ի հռչակագրի բոլոր դրույթները՝ Ղարաբաղի տարածքից հայկական զինված ուժերի դուրսբերման, ինչպես նաեւ Ադրբեջանի հիմնական մասի եւ Նախիջեւանի Ինքնավար Հանրապետության միջեւ հաղորդակցությունների բացման հետ կապված, ինչը հայկական կողմի իրավական պարտավորությունն է, բայց, ցավոք, այս ուղղությամբ աշխատանքները շատ դանդաղ են ընթանում։

Ինչպես արդեն նշեցի, նախագահ Վլադիմիր Վլադիմիրովիչ Պուտինը կարեւոր դեր խաղաց պատերազմի ավարտի հարցում՝ կարգավորումը թեժ փուլից տեղափոխելով քաղաքական կարգավորման փուլ, եւ այսօր Ռուսաստանը մեր հիմնական գործընկերն է Ադրբեջանի եւ Հայաստանի միջեւ հարաբերությունների կարգավորման ճանապարհ գտնելու հարցում։ Դրա համար հնարավորություններ կան: Ադրբեջանը բազմիցս հայտարարել է խաղաղության պայմանագրի վրա աշխատանքը սկսելու  իր պատրաստակամությունը, որը նաեւ սահմանների հստակեցման, սահմանազատման եւ այլ հարցեր կներառի, որոնք անհրաժեշտ են ցանկացած երկրների համար, որոնք ցանկանում են կարգավորել իրենց հարաբերությունները։ Տարածաշրջանում նոր իրողությունները, վստահ եմ, նոր հնարավորություններ կբերեն։ Ադրբեջանը պատրաստ է խաղաղ ապագայի: Մեզ պատերազմ պետք չէ: Այն մեզ երբեք պետք չի եղել: Ադրբեջանական տարածքի ազատագրումը, տարածքային ամբողջականության վերականգնումը ռազմական ճանապարհով հարկադրված միջոց էր, եւ հետպատերազմյան փուլում այս հարցը քաղաքական մեթոդներով լուծելու մեր պատրաստակամությունը մեր մտադրությունների եւս մի հաստատումն է։ Համոզված եմ, որ Ռուսաստանն ու Ադրբեջանը համատեղ ջանքերով կշարունակեն զգալի, ես կասեի, վճռական ներդրում ունենալ Կովկասում խաղաղության ամրապնդման, Կասպյան տարածաշրջանում եւ Եվրասիական տարածքում համագործակցության ամրապնդման գործում»,- ասել է Ալիեւը։
