Մեր դպրոցներն ու բուհերը պետք է մրցեն գլոբալ մակարդակով, ոչ թե միմյանց հետ

ԿԳՄՍ նախարարությունը հանրային քննարկման է ներկայացրել Հայաստանի Հանրապետության կրթության մինչև 2030 թվականը զարգացման պետական ծրագիրը։
Այս թեմայի մասին զրուցել ենք կրթության փորձագետ Սերոբ Խաչատրյանի հետ։
Անդրադառնալով ծրագրին` փորձագետն ասաց. «Շատ ողջունելի է, որ վերջապես ծրագիրը ներկայացվեց քննարկման, որովհետև սա պետք է արվեր 2016 թվականին, ու մենք վեց տարի է՝ չունեինք այս ծրագիրը, այնպես որ, երբ արդեն ինչ-որ մի բան դրվեց քննարկման՝ արդեն պետք է շատ դրական քայլ համարենք: Բուն փաստաթղթի մասով. նախ՝ ասեմ, որ փաստաթղթի 40 էջից 24-ը, այսինքն՝ մեծ մասը, նվիրված է իրավիճակի վերլուծությանը, որում բավական համոզիչ, թվերով հիմնավորված ցույց է տրվում, թե ինչ խնդիրներ ունենք մենք կրթության մատչելիության, որակի, արդյունավետության հետ կապված: Գրեթե բոլոր պարամետրերով խնդիրները ցույց են տրված, այսինքն փաստաթուղթը որոշ առումով կատարում է համակարգի ախտորոշումը: Առաջարկվում է տեսլական, որը, ճիշտն ասած, բավական ընդհանուր տեքստ է, ես կուզենայի, որ տեսլականը շատ ավելի խոսուն ու պատկերային լիներ, ոչ թե այդպես շատ ընդհանուր մի բան: Կարծում եմ, որ քննարկումների ժամանակ այստեղ բարելավում կարվի: Այնուհետև առաջարկվում է երեք, այսպես ասած, մոտեցում, որոնցով պետք է այդ ծրագիրն իրականացվի, դրանք են՝ ներառականությունը, կրթության արդյունավետությունը և կրթական ծառայությունների արտահանումը: Առաջին երկուսի մասին նախկին ծրագրերում էլ է շատ խոսվել, դրանք հայտնի բաներ են, բայց այս երրորդը՝ կրթական ծառայությունների արտահանումը՝ որպես առաջնահերթություն, առաջին անգամ է նշվում այս մակարդակի կրթական փաստաթղթում: Սա բավական հավակնոտ է. մի կողմից ես համաձայն եմ, որ այդպիսի բան լինի, որովհետև աշխարհն այսօր այնքան գլոբալ է, որ մեր դպրոցներն ու բուհերը պետք է մրցեն գլոբալ մակարդակով, ոչ թե միմյանց հետ: Այս իմաստով շատ ճիշտ է այդ թիրախը, բայց մյուս կողմից՝ բնական հարց է առաջանում՝ ինչպե՞ս ենք մենք մրցակցում: Այդ մրցակցության համար մեզ պետք են շատ ուժեղ տնտեսական հիմք, մեծ հնարավորություններ, որը չունենք: Ծրագրում շատ քննարկվող դրույթը կարող է լինել արդյունքների շրջանակը, այսինքն՝ այն, թե ի՞նչ է ուզում տեսնել նախարարությունը 2030 թվականին: Այստեղ բավական հավակնոտ բաներ են գրված, որոնց մեծ մասը չի կատարվելու:
Օրինակ բերեմ. նշվում է, որ 3-5 տարեկանների ընդգրկվածությունը նախադպրոցական ծառայություններում կլինի առնվազն 95%: Սա մի ցուցանիշ է, որը աշխարհի զարգացած լավագույն երկրները չեն կարողանում ապահովել, այնպես որ, սրա համար մեզ պետք են բավական լուրջ ներդրումներ: Վիճարկելի կարող է թվալ նաև այն, որ նշվում է, թե ոչ մի երեխա չպետք է դուրս մնա պարտադիր կրթության համակարգից: Այստեղ նորից հարց է առաջանում. իսկ ի՞նչ ենք անելու, որ այդպես լինի: Այս փաստաթղթում նախարարությունը նշում է, որ ավագ դպրոցում, այսինքն՝ 10-12-րդ դասարաններում, ունենք մոտավորապես 75% ընդգրկվածություն, ինչը նշանակում է, որ երեխաների զգալի մասը չի գնում ավագ դպրոց կամ քոլեջ, բայց այս ծրագրից պարզ չի դառնում՝ ի՞նչ ենք անելու, որ այդ երեխաները թողնեն իրենց աշխատանքը, մյուս խնդիրներն ու գան, նստեն դպրոցում դաս անեն»:
