Ադրբեջանը շարունակում է հանցավոր գործողությունները հայ ռազմագերիների նկատմամբ․
 
44-օրյա պատերազմից անցել է ավելի քան մեկ տարի, իսկ Ադրբեջանի պատերազմական հանցագործությունների ահասարսուռ դեպքերը շարունակվում են բացահայտվել։
 
Այսպես, ՀՀ քննչական կոմիտեի համապատասխան վարչությունում քննվող քրեական գործի շրջանակներում փաստական տվյալներ են ձեռք բերվել ռազմագերի Արթուր Ջիվանի Մարտիրոսյանի զոհվելու վերաբերյալ 2021 թվականի նոյեմբերի 16-ին գերեվարված զինծառայողների խոշտանգման, նրանց նկատմամբ անմարդկային, նվաստացուցիչ վերաբերմունք դրսևորելու, դիտավորությամբ լուրջ տառապանքներ պատճառելու, վիրավոր զինծառայողին անօգնական վիճակում թողնելու և անհրաժեշտ բժշկական օգնություն չցուցաբերելու պայմաններում։
 
Ահազանգ եմ հնչեցնում միջազգային կառույցներին՝ խնդրելով իրենց լիազորությունների շրջանակներում անհապաղ միջոցներ ձեռնարկել Ադրբեջանի անթույլատրելի ու հանցավոր գործողությունները կանխարգելելու նպատակով և խստագույնս դատապարտել այս և 44-օրյա պատերազմից հետո շարունակվող ահաբեկչական գործողություները։
 
Ադրբեջանն առ օրս ոչ միայն չի վերադարձնում, այլև քաղաքականացնում է ռազմագերիների վերադարձի հարցը, դարձնում քաղաքական առևտրի առարկա և առաջ քաշում նոր նախապայմաններ։
 
Միջազգային իրավասու օղակների կողմից նման դեպքերը պետք է ենթարկվեն անհատական ուսումնասիրության և արժանի գնահատականի՝ իրենց իրավասություններին համահունչ ձեռնարկելով համապատասխան գործողություններ: Միջազգային հանրությունը պետք է դատապարտի Ադրբեջանի կողմից միջազգային հումանիտար իրավունքի կոպտագույն ոտնահարումները և ռազմագերիների միջազգայնորեն երաշխավորված իրավունքների պաշտպանության ուղղությամբ գործուն քայլեր ձեռնարկի։ Պետք է գործադրվեն պատասխանատվության մեխանիզմներ․ քանի դեռ հանցագործություն իրականացրած անձինք չեն ենթարկվել պատասխանատվության, նմանատիպ հանցագործությունների վտանգը պահպանվելու է, և դրանք շարունակելու են լրջագույն մարտահրավեր լինել միջազգային հումանիտար իրավունքին։
 
Հիշեցնեմ՝ համաձայն «Ռազմագերիների հետ վարվելակերպի մասին» 1949 թ. օգոստոսի 12-ի Ժնեւի կոնվենցիայի դրույթների՝ գերության մեջ պահող տերությունն է պատասխանատվություն կրում ռազմագերիների հետ վարվելակերպի համար: Ռազմագերիների հետ պետք է մշտապես վարվել մարդասիրաբար: Գերության մեջ պահող տերության ցանկացած անօրինական գործողություն կամ անգործություն, որոնք հարուցում են նրա իշխանության տակ գտնվող ռազմագերու մահը, կամ ռազմագերու առողջությունը դնում լուրջ սպառնալիքի տակ, արգելվում են և կդիտվեն որպես սույն Կոնվենցիայի լուրջ խախտումներ: Ռազմագերիները նաև պետք է մշտապես օգտվեն պաշտպանությունից, հատկապես բռնության կամ ահաբեկման ամեն տեսակի ակտերից, վիրավորանքից և ամբոխի հետաքրքրասիրություններից: Նրանց նկատմամբ պատժամիջոցների կիրառումն արգելվում է: Ցանկացած հանգամանքներում ռազմագերիներն ունեն իրենց անձի և պատվի նկատմամբ հարգանքի իրավունք: (...):
