Վարչապետ Նիկոլ Փաշինյանը երեկ խորհրդարանում ասաց, որ ՀՀ բոլոր իշխանություններն էլ ցանկացել են Ադրբեջանի հետ խաղաղության պայմանագիր կնքել, և որ իրենց կառավարությունը պատրաստ է կնքելու այդ պայմանագիրը։

Այս թեմայի մասին զրուցել ենք քաղաքագետ Անդրեաս Ղուկասյանի հետ։

Հարցին, թե արդյոք հիմա ճիշտ ժամանա՞կն է Ադրբեջանի հետ խաղաղության պայմանագիր կնքելու` քաղաքագետն ասաց․ « Նայած ինչ պայմաններով, Հայաստանն իհարկե պետք է ձգտի Ադրբեջանի հետ խաղաղության պայմանագիր կնքելու, ինչը նաև Հայաստանի միջազգային պարտավորությունն է, բայց, կրկնում եմ, նայած ինչ պայմաններով է լինելու այդ պայմանագիրը։ Ա՞յն, ինչն առաջարկում է Մինսկի խումբը, որը դրված է Նիկոլ Փաշինյանի առջև, և ինքը, ըստ էության, խուսափում է այդ առաջարկն իրականացնելուց՝ պնդելով, թե դրա համար դեռ բարենպաստ պայմաններ չկան, թե՞ այն առաջարկը, որն անում է Ադրբեջանը, իսկ այդ երկու տարբերակների միջև առկա է ահռելի տարբերություն։ Նիկոլ Փաշինյանի մինչ օրս հայտարարություններից տպավորություն է ստեղծվում, որ ինքը կողմնակից է Ադրբեջանի առաջարկած խաղաղության պայմանագրին, այսինքն՝ ռուս-թուրքական ու ադրբեջանական համատեղ ծրագրին, որ Լեռնային Ղարաբաղի Ինքնավար Մարզի տարածքը կիսվի, Հադրութն ու Շուշին մնան Ադրբեջանի վերահսկողության տակ, ու, այսպիսով, խնդիրը երկարաժամկետ սառեցնել։ Մինսկի խմբի առաջարկն այն է, որ Լեռնային Ղարաբաղի Ինքնավար Մարզի տարածքը պետք է լինի մեկ միավոր, այսինքն՝ ադրբեջանցիները պետք է դուրս գան Շուշիից ու Հադրութից, կարգավիճակը պետք է որոշվի հանրաքվեի միջոցով, մինչ այդ կառավարումը պետք է իրականացնի ՄԱԿ-ի կողմից նշանակված վարչական մարմինը։ Գլխավոր խնդիրն այսօր այն է, թե ինչպես ազդել Հայաստանի ղեկավարության վրա, որ հայկական շահերին հակառակ չգնա ռուս-թուրք-ադրբեջանական ճանապարհով»։
