Պաշտպանության նախկին փոխնախարար, ՀՀԿ-ական գործիչ Արտակ Զաքարյանը գրում է.

«Ոչ հեռու անցյալում Հայաստանը պետություն էր, միջազգային իրավունքի իրական սուբյեկտ: Բանակցում էր մեծ ու փոքր պետությունների հետ, հարևանների հետ, համաշխարհային ու ռեգիոնալ միջազգային կազմակերպությունների հետ:
Անվտանգություն, Արցախի ինքնորոշում, Հայոց Ցեղասպանության ճանաչում, տնտեսություն, ներդրումներ, մշակույթ, կրթություն, ժողովրդավարություն, բարեփոխումներ, նոր սպառման շուկաներ, էներգետիկա, կեմունիկացիաներ, էկոլոգիա, ֆինանսներ և այլն:

Սեփական կենսական շահերով կամ ընդհանրական օրակարգերով, միջազգային հարաբերություններում ակտիվ աշխատում էին նախագահի ինստիտուտը, դիվանագիտական կորպուսն իր ողջ կազմով, կառավարությունն իր բոլոր նախարարություններով, ընդհուպ մինչև ՏԻՄ-երը: Իր ողջ ներկայացուցչական կազմով ու աջակցող օրակարգերով, երկկողմ ու բազմակողմ բոլոր խորհրդարանական հարթակներում լայնածավալ աշխատանք էր տանում Ազգային ժողովը` իր ֆրակցիաներով, հանձնաժողովներով, միջխորհրդարանական պատվիրակություններով ու բարեկամական խմբերով: Անուրանալի և մեծածավալի գործ էր անում հայկական Սփյուռքը:

Որովհետև կար հայոց պետությունը, նրա ուժը, աճը, վերելքը, հասկանալի և համադրելի ազգային շահերն ու առաջնահերթությունները: Մի խոսքով աշխարհում Հայաստան պետություն կար, որն ուներ զարգացման կոնկրետ նպատակներ, ներկայաված էր պատշաճ, սպասված ու ընդունված էր ամենուրեք:

Որտեղ պետք էր` պինդ ոսկոր էր: Որտեղ պետք էր` փափուկ ու ճկուն: Որտեղ պետք էր` գործընկեր ու բարեկամ: Որտեղ պետք չէր` դիտորդ կամ չեզոք: Եթե պետք էր, նույնիսկ Բաքու էր գնում, ու ասելիքը` առանց կաշկանդվելու, մինչև վերջ տեղ հասցնում:
Կար ժամանակ, երբ մենք մեր ներքին զրույցներում, կատակով ասում էինք, որ եթե այսպես շարունակվի, Հայաստանի արտաքին քաղաքականության օրակարգը նմանվելու է գերտերության օրակարգի` ի նկատի ունենալով իհարկե հագեցվածությունը:
2018թ. -ից Հայաստանը դարձավ իզգոյ պետություն` անօգնական, լքված, անօրակարգ, անծրագիր, աննպատակ, անհասկանալի ու ողորմելի քաղաքական դեմքերով:

Ցավ ես ապրում, երբ Լուկաշենկոն կամ մեկ ուրիշը, կարող է քո պետությունյան վերբերյալ քամահրական դատողություններ անել: Իսկ ի՞նչ ասի Հայաստանի մասին կարծիք հայտնողը, երբ Հայաստանի այսօրվա «ղեկավարությունը» վախենում է նույնիսկ Արցախ մեկնել:

Լուկաշենկոն, իհարկե էքսցենտրիկ կերպար է, և հայտնի է իր էքստրավագանտ հայտարարություններով: Հարցը դրանով չի փակվում, և դա նոր ազդանշան է մտածող հայ հասարակությանը. ո՞րն է լինելու Հայաստանի տեղն ու դերը մոտ ապագայում: Այն Հայաստանի, որն ընդամենը չորս տարի առաջ պահանջատեր էր և ինքնիշխան, իսկ այսօր` նսեմացված է , արհամարված ու թալանված: Արտաքին աշխարհի համար` ավելորդ բեռ է դարձել, իսկ թուրքական աշխարհի համար` ցանկալի միջանցք:

Այս իրավիճակի հետ հաշտվելը հանցագործություն է պետության նկատմամբ: Ոչ պակաս հանցագերծություն` քան գործել են Նիկոլն ու իր ուսապարկերը:

Հետևաբար, հաշտվել ու հանդուրժել այս ողբերգությունը չենք կարող և պայքարելու ենք մինչև չհեռացնենք այս ազգակործան իշխանությանը: Մինչև չհասնենք այն վիճակի, երբ որևէ մեկի, այդ թվում նաև Լուկաշենկոյի մտքով, այլևս չանցնի նման քամահրական արտահայտություն անել մեր հրաշալի երկրի ու արժանապատիվ ժողովրդի հասցեին»։
