Եվս 7000 ուսանող մինչև 20 տոկոս զեղչի համակարգից օգտվելու հնարավորություն կունենա. Փաշինյան
SOCIETYԱզգային ժողովի պատգամավորներ Գևորգ Պապոյանը, Միքայել Թումասյանը և Արուսյակ Մանավազյանը առաջարկում են ուսանողներին մինչև 25 տոկոս ուսման վարձի զեղչեր տրամադրել՝ ժամկետ սահմանելով 2024 դեկտեմբերի 31-ը:
Կառավարության նիստին այս մասին հայտնեց ԿԳՄՍ նախարար Վահրամ Դումանյանը: Դումանյանն ասաց, որ նախարարությունը նախագծի վերաբերյալ ունի դիտողություններ և առաջարկություններ:
«Հաշվի առնելով այն հանգամանքը, որ ներկայումս առկա չեն շահառու համարվող ուսանողներին հասցեական աջակցության այլ գործիքներ, ինչպես նաև այն, որ նախագծով առաջարկվում է ժամանակավոր լուծում, առաջարկում ենք քննարկել աջակցության գործիքի սահմանաչափը ուսանողական համակազմի մինչև 25 տոկոսի փոխարեն սահմանել մինչև 20 տոկոս՝ ակնկալելով, որ մինչև նախագծով առաջարկվող միջանկյալ ժամանակահատվածի ավարտը կներդրվեն հասցեական աջակցության այլ գործիքներ և Հարկային օրենսգրքի 121-րդ հոդվածի 8 մասի 2-րդ կետով և 147-րդ հոդվածի 1-ին մասի 24-րդ կետով սահմանված կարգավորումներն ուժը կորցրած կճանաչվեն»,- ասաց Դումանյանը:
Ըստ Դումանյանի՝ ԿԳՄՍ նախարարության հաշվարկով փոփոխության արդյունքում հարկային եկամուտները կնվազեն շուրջ 500 միլիոն դրամով:
Նիկոլ Փաշինյանն էլ իր հերթին նշեց, որ Կառավարությունը և քաղաքական մեծամասնությունը միջոցներ է ձեռնարկում գնաճին և սոցիալական խնդիրներին արձագանքելու համար:
««Քաղաքացիական պայմանագիր» խմբակցության պատգամավորների ներկայացրած նախագիծն այս գործընթացի ժամանակավոր միջոցների մի հատվածն է: Մինչ այս գործում էր հետևյալ կարգավորումը. բուհերը ուսանողների մինչև 10 տոկոսի համար կիրառել են ուսման վարձի որոշակի զեղչեր, 10 տոկոսից ավելիի դեպքում էլ կարող էին կիրառել զեղչեր, բայց հարկային պարտավորություններ էին առաջանում բուհերի համար: Հիմա բուհերը կարող է զեղչերի համակարգը կիրառել մինչև 20 տոկոս և հարկային պարտավորություններ չի առաջանում: Այսինքն` այս փոփոխության արդյունքում ևս 7000 ուսանող զեղչի համակարգից օգտվելու հնարավորություն կունենա` առանց բուհերի համար լրացուցիչ հարկային պարտավորությունների», – եզրափակեց Փաշինյանը:
