Իրանագետ Վարդան Ոսկանյանը գրում է. 
«Հունվարի 27-ին «Արմենպրեսին» տված ծավալուն հարցազրույցում Հայաստանում Իրանի արտակարգ և լիազոր դեսպան Աբբաս Բադախշան Զոհուրին հստակորեն արձանագրել է, որ Պարսից ծոցը Սև ծովին կապող միջազգային տրանսպորտային հանգույցի իրանական ծրագրում պաշտոնական Թեհրանը որպես տարանցման հիմնական ուղի դիտարկում է ոչ թե Ջուլֆա (Իրան) - Ջուղա (Նախիջևան) - Երասխ (Հայաստան) երկաթգիծը, այլ հենց Սյունիքի մարզով անցնելիք «Հյուսիս-Հարավ» ավտոմայրուղին։ 

Ուշագրավ է, որ այս մասին խոսելով երկու անգամ, իրանցի դիվանագետը շատ ուղիղ տեքստով հիշեցրել է, որ նույնիսկ հաղորդակցության ուղիների ապաշրջափակման դեպքում առաջարկվող երկաթուղային տարբերակները չեն կարող պատճառ դառնալ անտեսելու Հայաստանի Սյունիքի մարզով անցնող և Երևան-Թեհրան ուղիղ ցամաքային հաղորդակցությունն ապահովող ճանապարհի կարևորությունը, ուստի «Հյուսիս-Հարավ» ավտոմայրուղու շինարարությունը պետք է մնա առաջնահերթություն։ 

Հաշվի առնելով նաև իրանական կողմի դիրքորոշումները, Հայաստանում ևս պետք է շատ հստակ արձանագրվի, որ մեր պետության ներքին և արտաքին անվտանգ հաղորդակցությունն ու զարգացումը ապահովելու համար առաջնային և կենսական անհրաժեշտություն է, ոչ թե Մեղրիի տարածաշրջանով «մայրցամաքային» Ադրբեջան - Նախիջևան - Թուրքիա երկաթուղային կապի ապահովումը, այլ հենց Հյուսիս-Հարավ ավտոմայրուղին, որով էլ պետք է անցնեն իրանական «Պարսից ծոց-Սև ծով» և հնդկական «Հյուսիս-Հարավ» տրանսպորտային հանգույցները։
