ԿԳՄՍ փոխնախարար Ժաննա Անդրեասյանը երեկ խորհրդարանական լսումների ժամանակ «Հանրակրթության մասին» օրենքում կատարվելիք փոփոխությունները ներկայացնելուց առաջ խոսեց ոլորտում առկա խնդիրների մասին։ Նրա խոսքով՝ «Հայաստանում ամեն երրորդ երեխան չի կարողանում կարդալ ու պարզ տեքստեր հասկանալ, չնայած գրաճանաչ է»։

Այս թեմայի մասին զրուցել ենք կրթության փորձագետ Սերոբ Խաչատրյանի հետ։

Հարցին,թե ո՞րն է այս վիճակի պատճառը փորձագետն ասաց․ «Իհարկե համաձայն եմ, նույնիսկ կասեի, որ իրավիճակը շատ ավելի վատ է քան ներկայացվեց, բայց նաև ասեմ, որ այս խնդիրները նոր չեն։ Մենք դեռ 2015 թվականին Հաթիմսի արդյունքներով ունեինք բավական վատ ցուցանիշներ, այնպես որ, իրավիճակի նկարագրությունը դիպուկ է և նույնիսկ, կասեի՝ շատ մեղմ է, բայց ամբողջ խնդիրն այն է, որ մենք այդպես էլ չկարողացանք կրթության համակարգ ստեղծել: Իմ մտահոգությունն այն է, որ այս նոր փոփոխությունները, որ արվում են, չեն ստեղծելու նոր համակարգ, այլ գոյություն ունեցող կիսատ-պռատ, կեղծ համակարգը ենթարկելու են հերթական ցնցման։ Մեզ այսօր պետք է համակարգ կառուցել, բայց մենք անընդհատ փոխում ենք: Դա նույն բանն է, որ մենք, ասենք, ծանր հիվանդին անընդհատ տանում ենք ցնցումների, որին ինքը պատրաստ չէ։ Հնարավոր է, իհարկե, իրավիճակը փոխել, բայց շատ բան կախված է նախ տնտեսությունից, որովհետև եթե տնտեսությունը չի զարգանում, կրթության հնարավորությունները սահմանափակվում են, բայց մյուս կողմից էլ՝ կրթությունն ինքը պետք է զարգացման պատրաստ լինի։ Կրթության ոլորտում այսօր չկա համախմբում, խելամիտ կառավարում, այսինքն՝ կրթության համակարգը էլի դիտվում է տարբեր մարդկանց բերել-տեղավորելու մի համակարգ, ինչի հետևանքով էլ նշաձողն իջեցվել է»։
