Հայաստանում բալային համակարգի կիրառմամբ 395 անձ զրկվել է վարորդական իրավունքից
SOCIETYՀայաստանում 2021 թվականի ընթացքում տուգանային միավորների համակարգի կիրառմամբ կասեցվել է 4809 վարորդական իրավունք, 395 անձ զրկվել է այդ իրավունքից: «Արմենպրես»-ի հարցմանն ի պատասխան հայտնեցին ՀՀ ոստիկանության հասարակայնության հետ կապի և լրատվության վարչությունից:
2020 թվականի հունվարի 1-ից գործում է ճանապարհային երթևեկության կանոնների խախտման դեպքում կիրառվող տուգանային բալերի համակարգը։ Ըստ այդմ, վարորդական վկայական ունեցող յուրաքանչյուր քաղաքացու մեկ տարվա ընթացքում տրամադրվում է 9 բալ, որոնք սպառելուց հետո վարորդը կարող է կորցնել վարորդական իրավունքը վեց ամսով։ Կախված վարչական իրավախախտման հանրային վնասակարության աստիճանից, քանակից, զոհերով և վիրավորներով ճանապարհատրանսպորտային պատահարների պատճառ կամ նպաստող պայման հանդիսանալու հանգամանքից՝ կիրառվում են 0․5, 1, 2, 3 կամ 4 տուգանային միավորներ։ Ընդ որում, նախորդ տարվա միավորների մնացորդը չի փոխանցվում հաջորդ տարվա համար տրամադրվող 9 բալերին։ Հարկ է նշել նաև, որ բալային համակարգին զուգահեռ՝ շարունակում են գործել տուգանքները։
Բացի սա, պարբերաբար տուգանային միավորի ձևով վարչական տույժ ենթադրող խախտումներ կատարելն առաջացնում է տրանսպորտային միջոցներ վարելու իրավունքի կասեցում` 6 ամիս ժամկետով: Վարելու իրավունքի կասեցման ժամկետը լրանալուց հետո` մեկ տարվա ընթացքում, կրկին նման խախտումներ կատարելն առաջացնում է տրանսպորտային միջոցներ վարելու իրավունքից զրկում` 1 տարի ժամկետով: Պարբերաբար խախտումը համարվում է 1 տարվա ընթացքում 3 և ավելի անգամ իրավախախտումներ կատարելը, որոնց համար կիրառված տուգանային միավորների հանրագումարը կազմում է 9 տուգանային միավոր:
Տվյալ տարում տրված միավորների մնացորդը 3 և պակաս լինելու դեպքում անձն իր ցանկությամբ կարող է հանձնել վարորդական վկայական ստանալու տեսական քննություն, որը դրական հանձնելու դեպքում տվյալ տարում նվազեցված միավորներից վերականգնվում է 2 միավոր։ Այս հնարավորությունից վարորդները կարող են օգտվել տարին մեկ անգամ։
