Ենթադրելի է՝ նախագահը հրաժարական է տվել վարչապետի հետ սուր տարաձայնությունների պատճառով․ «Կոմերսանտ»
POLITICSКоммерсантъ-ը հոդված է հրապարակել Հայաստանի նախագահ Արմեն Սարգսյանի հրաժարականին՝ ընդգծելով, որ նա քննադատել է երկրի Սահմանադրությունը, որը նրան իր պաշտոնում իրական լիազորություններ չի տալիս։
Հոդվածագիրը նաև նկատում է, որ, նրա հեռանալով, երկրում չի մնում ոչ մի բարձրաստիճան պաշտոնյա, որն անհավատարիմ է վարչապետ Նիկոլ Փաշինյանին և նշանակվել է դեռևս 2018 թվականի «թավշյա հեղափոխությունից» առաջ։
Հոդվածագիրը նաև նկատում է, որ Արմեն Սարգսյանն ու իր ընտանիքը դարձել են «քաղաքական խմբերի թիրախ», որոնք հետաքրքրված են «ոչ այնքան նախագահական ինստիտուտի ձեռքբերումներով՝ ի շահ երկրի, որքան իր անցյալում՝ դավադրության տարբեր տեսություններով ու առասպելներով»։
Ըստ վերլուծաբանի՝ նախագահի պարզաբանումը տրամաբանական է միայն առաջին հայացքից, ու թեև նրա լիազորություններն իսկապես ավելի շատ խորհրդանշական էին, այդուամենայնիվ, նա սկզբից էր ընդունել այդ պայմանները, երբ ընդունել էր Սերժ Սարգսյանի՝ նախագահ դառնալու առաջարկը։
«Արմեն Սարգսյանի և Նիկոլ Փաշինյանի հարաբերությունները զարգացել են տարբեր ձևերով, բայց երբեք մտերիմ ու վստահելի չեն եղել։ Ղարաբաղյան Երկրորդ պատերազմում պարտության հետևանքով առաջացած սուր քաղաքական ճգնաժամի ընթացքում նախագահ Սարգսյանը նույնիսկ փորձեց իր դերը կատարել դրա կարգավորման գործում՝ խորհրդակցություններ անցկացնելով թե՛ իշխանությունների, թե՛ ընդդիմության հետ։ Այն ժամանակ նա իրեն թույլ տվեց առաջին դեմարշը՝ հրաժարվելով ստորագրել Գլխավոր շտաբի պետ Օնիկ Գասպարյանին պաշտոնանկ անելու հրամանը»,-գրում է հոդվածագիրը, ապա հավելում, որ դա հիմք է տալիս ենթադրելու, որ նախագահն իրականում հրաժարական է տվել վարչապետի հետ սուր տարաձայնությունների, ոչ թե իր լիազորություններից դժգոհության պատճառով։
«Նախագահի հարաբերությունների ընդհանուր ֆոնը իշխող կուսակցության հետ անբարենպաստ էր: Մյուս կողմից, նրա հրաժարականը տեղավորվում է պետական մեքենան Նիկոլ Փաշինյանի թիմով համալրելու տրամաբանության մեջ»,- Коммерсантъ-ին ասել է Երևանի Կովկասի ինստիտուտի տնօրեն Ալեքսանդր Իսկանդարյանը:
Коммерсантъ-ի հարցին պատասխանել է նաև ՀՀԿ փոխնախագահ Արմեն Աշոտյանը՝ կարծիք հայտնելով, որ հրաժարականը թույլ կտա Նիկոլ Փաշինյանին է՛լ ավելի արագ համախմբելու իշխանությունն իր ձեռքում։
«Դրան կնպաստեն այսօր մշակվող սահմանադրական փոփոխությունները, որոնք Հայաստանի անվտանգությանը սպառնացող վտանգների ու մարտահրավերների ֆոնին կեղծ օրակարգ են»,-ասել է Աշոտյանը և ենթադրել, որ որ մոտ ապագայում Հայաստանը բախվելու է արտաքին քաղաքական նոր մարտահրավերների, որոնցից առաջ «նախագահը որոշեց փախչել»։
