Ընդհանրական ձևակերպում: Ոչ մի խոսք Ցեղասպան վարչակարգերի ու դրանց իրավահաջորդների պատմաքաղաքական և իրավական պատասխանատվության մասին: Ցեղասպանության մասին հիշատակումը միանգամից մեղմել են թուրքի համար, անհասկանալի կերպով այն կապելով տարածաշրջանային լարվածությունների հետ: Ասեմ պարզ, ասում են հիշում ենք Ցեղասպանության մասին, բայց թու’րք եթե կլարվես չենք հիշի:
 
Ու սա այն դեպքում, երբ Հայ ժողովրդի կողմից ունենք ընդունված Համահայկական հռչակագիր, համապարփակ ներկայացված է մեր անելիքները, խնդիրներն ու նպատակները: Այդ հռչակագիրն ընդունվել է նախագահ Սերժ Սարգսյանի օրոք (ՀՀ հանրության, սփյուռքի մեր կառույցների հետ լայնածավալ քննարկումների արդյունքում), որը չի խուսափել գրել Օսմանյան կայսրության, Թուրքիայի իրավահաջորդության, պատասխանատվության, մեր պահանջների ու իրավատերը լինելու և դրա համար առանց սահմանափակումների պայքարելու մասին:
