Արդյո՞ք Ադրբեջանն իրավունք ունի վերահսկել տեղաշարժը Լաչինի միջանցքում. ՌԴ ԱԳՆ-ի արձագանքը․ «Առավոտ»
ANALYSISԱդրբեջանը երաշխավորում է Լաչինի միջանցքով երկու ուղղություններով քաղաքացիների, տրանսպորտային միջոցների և բեռների տեղաշարժի անվտանգությունը, ռուս խաղաղապահ զորամիավորման հրամանատարությունը սահմանել է այդ թվում օտարերկրյա քաղաքացիներ և միջազգային կազմակերպությունների՝ խաղաղապահ գործողության իրականացման գոտի այցելությունների կարգը, որը լավ հայտնի է ադրբեջանական և հայկական կողմերին։ Այս մասին հայտնել են ՌԴ ԱԳՆ-ից՝ պատասխանելով «Առավոտ»-ի հարցմանը՝ կապված Ադրբեջանի նախագահ Իլհամ Ալիեւի այն հայտարարության, թե իրենք ցանկացած պահի կարող են արգելել Լաչինի միջանցքով տեղաշարժը:
«Առավոտ»-ի հարցը
2022թ. հունվարի 11-ին Ադրբեջանի նախագահ Իլհամ Ալիեւն ադրբեջանական հեռուստաալիքներին տված հարցազրույցում, գնահատելով Լեռնային Ղարաբաղում ռուս խաղաղապահների աշխատանքը, հայտարարել է, որ ռուս խաղաղապահների գործունեության մեջ բազմաթիվ նյարդայացնող պահեր կան՝ չնայած նրանց դրական գործառույթներին: Պարոն Ալիեւի խոսքով՝ Բաքուն բազմիցս դժգոհություն է հայտնել ռուսական կողմին՝ կապված խաղաղապահ զորամիավորման ժամանակավոր պատասխանատվության գոտում գտնվող ադրբեջանական տարածքներ անօրինական այցերի հետ: Հիշեցնելով Վալերի Պեկրեսի (Ֆրանսիայի նախագահի թեկնածու) այցը Արցախ՝ նա հայտարարել է, որ «Լաչինի միջանացքը գտնվում է մեր վերահսկողության տակ: Դուք եղել եք Շուշիում, և դա տեսել եք: Մենք կարող ենք այնտեղ կանգնեցնել ցանկացած մեքենա, և ոչ մեկ ոչինչ չի կարող ասել: Ուստի նմանատիպ դեպքերը միանգամայն անթույլատրելի են և պետք է դադարեցվեն»:
Խնդրում ենք մեկնաբանել՝ արդյո՞ք նախագահ Ալիևի տվյալ պնդումը հիմնավորված է, հաշվի առնելով, որ համաձայն «2020թ. նոյեմբերի 9-ի՝ Լեռնային Ղարաբաղում կրակի դադարեցման մասին հայտարարության»՝ Լաչինի միջանցքը վերահսկվում է ռուս խաղաղապահ զորամիավորման կողմից 5 տարի ժամկետով: Իսկապե՞ս ադրբեջանական կողմն իրավունք ունի թույլատրել կամ արգելել տեղաշարժը ռուս խաղաղապահների վերահսկողության տակ գտնվող տարածքում տեղաշարժը:
Ռուսաստանի ԱԳՆ պատասխանը
Հիշեցնենք, որ Ռուս խաղաղապահ զորամիավորումը տեղակայված է շփման գծի երկայնքով և Լաչինի միջանցքում՝ համաձայն Ադրբեջանի, Հայաստանի և Ռուսաստանի առաջնորդների կողմից 2020թ. նոյեմբերի 9-ին ստորագրված Լեռնային Ղարաբաղի հակամարտության գոտում կրակի և բոլոր տեսակի ռազմական գործողությունների դադարեցման մասին հայտարարության: Համաձայն տվյալ Համաձայնագրի 6-րդ կետի՝ Լաչինի միջանցքը գտնվում է ռուս խաղաղապահների վերահսկողության տակ: Ադրբեջանը երաշխավորում է Լաչինի միջանցքով երկու ուղղություններով քաղաքացիների, տրանսպորտային միջոցների և բեռների տեղաշարժի անվտանգությունը: Ռուս խաղաղապահ զորամիավորման հրամանատարությունը սահմանել է այդ թվում օտարերկրյա քաղաքացիներ և միջազգային կազմակերպությունների՝ խաղաղապահ գործողության իրականացման գոտի այցելությունների կարգը, որը լավ հայտնի է ադրբեջանական և հայկական կողմերին: Մասնավորապես, նախատեսված է խելամիտ ժամկետներում և պատշաճ կերպով ծանուցել ռուս խաղաղապահներին այդպիսի այցելությունների մասին:
