«Գազպրոմ Արմենիա» ընկերության նպատակը մեկն է՝ ապահովել ընկերության ներքին եկամտաբերության նորմը

«Գազպրոմ Արմենիա» ընկերությունը Հանրային ծառայությունները կարգավորող հանձնաժողով է ներկայացրել սպառողներին վաճառվող բնական գազի սակագների վերանայման հայտ։

Այս թեմայի մասին զրուցել ենք տնտեսագետ Վահե Դավթյանի հետ։

Հարցին, թե արդյո՞ք սա սպասելի գործընթա՞ց էր և ինչի՞ հետևանք է տնտեսագետն ասաց․ «Նախ խոսենք այն մասին, որ փաստորեն հայկական կողմն առաջին անգամ խոսեց, այսպես կոչված, կալորիականության գործակցի կիրառման մասին, որն առնվազն 2013 թվականից ի վեր չի կիրառվել։ Պարզվում է՝ այն կալորիականությունը, որով բնական գազը ներկրվել է Հայաստան վերջին տարվա ընթացքում, կազել է 8300- 8500 կկալ/խմ, մինչդեռ պայմանագրով սահմանված էր 7900 կկալ/խմ։ Եվ, քանի որ կիրառվելու է կալորիանականության այս գործակիցը, սա իր ուղիղ ազդեցությունն է ունենալու գազի գնի գոյացման վրա։

Երկրորդ գործոնն այն է, որ «Գազպրոմ Արմենիան», ինչպես մենք տեսնում ենք, վերջին տարիներին պարբերաբար դիմել է Հանրային ծառայությունները կարգավորող հանձնաժողով՝ ներքին սակագները բարձրացնելու համար։ Եվ այն վերջին բարձրացումը, որն արձանագրվեց 2020 թվականի գարնանն ու ուժի մեջ մտավ ամռանը, դա չէր բավարարում ընկերությանը։ Եթե հիշում եք՝ «Գազպրոմ Արմենիան» առաջարկում էր այն ժամանակ սակագինը բարձրացնել միջինը 11 տոկոսով, բայց բարձրացվեց ընդամենը 5 տոկոսով։ Եվ այն ժամանակվանից ի վեր, հաշվի առնելով նաև մեր էներգետիկ համակարգում առկա ցուցանիշները և խնդիրները, նաև «Գազպրոմ Արմենիա» ընկերության եկամտաբերության նորմը, որը սահմանված է 9 տոկոսի չափով, պարզ է, որ այդ ընկերությունն ստիպված էր լինելու պարբերաբար հանդես գալ նմանատիպ հայտերով։ Եվ այսօր արդեն խոսվում է սակագնի 6 տոկոսով միջին թույլատրելի բարձրացման մասին։ Նպատակը մեկն է՝ ապահովել ընկերության ներքին եկամտաբերության նորմը։ Ինչպես ասացի՝ 2013 թվականի համաձայնագրերի համաձայն՝ սահմանված է 9 տոկոսի չափով եկամտաբերություն։ Այստեղ խնդիրն այն է, որ վերջին տարիներին, այսպես կոչված, գազային բանակցությունների շրջանակներում, որոնց մասին խոսում են այսօրվա իշխանությունները, երբևէ չի բարձրացվել այդ եկամտաբերության նորմի վերանայման հարցը։ Երբևէ հարց չի դրվել այդ պայմանագրում որոշակի փոփոխություններ իրականացնելու վերաբերյալ։ Եվ հաշվի առնելով, որ գործող սակագների պայմաններում եկամտաբերության նորմի ապահովումը բավական բարդ է, բնականաբար, գազատրանսպորտային օպերատորը պարբերաբար դիմելու է Հանրային ծառայությունները կարգավորող հանձնաժողով»։
