ԱՄՆ-ում հայտարարել են Ռուսաստանի հետ հարաբերությունների սրման մասին
INTERNATIONAL NEWSԵվրոպայում անվտանգության ճգնաժամ է, եւ «հռետորաբանությունը բավական կոշտ է դարձել»։ Այս մասին հայտարարել է ԵԱՀԿ-ում ԱՄՆ դեսպան Մայքլ Քարփենթերը, հինգշաբթի՝ հունվարի 13-ին, հայտնում է Reuters-ը։
«Ներկայումս մենք կանգնած ենք եվրոպական անվտանգության ճգնաժամի առաջ: Պատերազմի թմբուկը բարձր է հնչում, իսկ հռետորաբանությունը դարձել է բավականին սուր»,- ասել է Քարփենթերը ԵԱՀԿ-Ռուսաստան բանակցություններից հետո:
Նա հավելել է, որ Ռուսաստանի կողմից Ուկրաինայի սահմանի մոտ 100 հազար զինվորականների, ժամանակակից զենքի, ռադիէլեկտրոնային մարտական համակարգերի և զինամթերքի տեղակայումը «բազմաթիվ հարցեր է առաջացնում Մոսկվայի մտադրությունների վերաբերյալ»:
«Մենք պետք է դրան շատ լուրջ վերաբերվենք: Մենք պետք է պատրաստվենք էսկալացիայի հնարավորությանը», - ընդգծել է դիվանագետը՝ հավելելով, որ ԱՄՆ-ը նախընտրում է «երկխոսության և լարվածության դեէսկալացիայի ճանապարհը»։
Միաժամանակ նա ԵԱՀԿ-ում հանդիպման գլխավոր արդյունքն է անվանել Եվրոպայում անվտանգության շուրջ երկխոսության մեկնարկը։ Դիվանագետն ընդգծել է, որ ԱՄՆ-ը մտադիր չէ Ռուսաստանի հետ քննարկել առաջարկներ, որոնք հակասում են Հելսինկյան եզրափակիչ ակտին, ՄԱԿ-ի կանոնադրությանը և Փարիզի կանոնադրությանը։
«Չկային ակնկալիքներ, որ այսօր ինչ-որ պայմանավորվածություն ձեռք կբերվի: Այսօր գործընթացի սկիզբն է կամ դրա մոտալուտ մեկնարկի հայտարարությունը: Եվ, ինչպես նախկինում ասացի, մենք հույս ունենք բաց և անկեղծ երկխոսության, բայց կստուգենք, թե արդյոք Ռուսաստանի Դաշնությունն իսկապես պատրաստ է փոխգործակցության»,- ասել է Քարփենթերը։
Ամերիկացի դիվանագետն ակնկալում է, որ ԵԱՀԿ-ի միջոցով եվրոպական անվտանգության հարցերի շուրջ քննարկումները կշարունակվեն։
«Մենք չենք քննարկելու ազդեցության ոլորտները, մենք չենք սահմանափակելու պետությունների ինքնիշխան իրավունքները դաշինքներ ընտրելու հարցում, և չենք նախապատվություն տալու մի պետության անվտանգությանը մյուսի նկատմամբ: Բայց եթե կարողանանք փոխադարձ զսպման միջոցներ գտնել, եթե գտնենք ոլորտներ վստահություն ստեղծելու, ռիսկերը նվազեցնելու, ճգնաժամային իրավիճակում հաղորդակցությունն ապահովելու համար, ապա պատրաստ ենք անցնել գործի.», - ասել է Քարփենթերը:
