Ադրբեջանի նախագահ Իլհամ Ալիևը ադրբեջանական հեռուստաալիքներին տված հարցազրույցում իր վերաբերմունքն է հայտնել Արցախում ռուսական խաղաղապահ զորախմբի գործունեության նկատմամբ.

«Կարծում եմ, որ խաղաղապահների գործունեությունը պետք է գնահատենք ավելի լայն պրիզմայով, և, իհարկե, կան շատ նյարդայնացնող պահեր։ Բայց, միևնույն ժամանակ, անարդար կլինի չնշել նրանց գործունեության դրական կողմը։ Նրանք այժմ կարևոր խնդիր են կատարում. Միևնույն ժամանակ, նրանք ուղեկցում են մեր զինծառայողների գործուղումը և բեռնափոխադրումները Քելբաջարի և Լաչինի շրջաններ, և սկզբունքորեն կարող եմ ասել, որ դրական եմ վերաբերվում նրանց ընդհանուր գործունեությանը։ Այսինքն՝ անցնող տարին մեծապես պարզեց իրավիճակը, քանի որ Ռուսաստանի հետ մեր հարաբերություններում նոր տարր է ի հայտ եկել, որը նախկինում չկար՝ ադրբեջանա-ռուսական հարաբերությունները միշտ եղել են շատ դրական։ Բայց անցած տարի այդ կապերն էլ ավելի դինամիկ դարձան, և ավելի շատ շփումներ եղան, այդ թվում՝ նախագահների մակարդակով և տարբեր մակարդակներում։ Սա նորամուծություն էր մեր երկկողմ հարաբերությունների համար, որը կարող էր և՛ խնդիր ստեղծել, և՛ ամրապնդել առկա կապերը։ Վերլուծելով ինչպես անցած, այնպես էլ ընթացիկ տարին, կարող եմ ասել, որ խաղաղապահ առաքելության հարաբերություններն ադրբեջանցի գործընկերների հետ դրական ազդեցություն են ունեցել երկկողմ հարաբերությունների վրա։ Ուստի մենք՝ Ադրբեջանի քաղաքացիներս, պետք է դա իմանանք։

Ինչ վերաբերում է նյարդայնացնող հարցերին, երբ բազմիցս անօրինական այցեր են կատարվում, մեր կողմը պաշտոնապես բողոքում է Ռուսաստանին»։

Նա նաև հայտարարել է, թե Արցախում տեղակայված ռուս խաղաղապահներն ուզում են, որ մարդիկ այնտեղից չհեռանան:

«Տեսնում ենք, որ Ղարաբաղ, Ստեփանակերտ և ռուսական խաղաղապահ ուժերի վերահսկողության տակ գտնվող այլ վայրեր ժամանողների թիվը շատ տարբեր է մեկնողների թվից։ Ավելի ու ավելի շատ մարդիկ են հեռանում այնտեղից։ Մենք վերահսկում ենք սա։ Արձանագրեցինք նաև, որ մուտք գործող մեքենաների 91%-ը չի ստուգվում։ Ընդ որում, այնտեղից մեկնող մեքենաների միայն 46%-ն է, որ չի ստուգվում։ Ի՞նչ է սա նշանակում: Սա ցույց է տալիս, որ ռուս խաղաղապահները հետևում են, որ մուտքն ազատ լինի, բայց ելքի մոտ որոշակի խնդիրներ կան։ Նրանք կանգնեցնում են մեքենաները, հարցաքննում և այլն։ Այսինքն՝ ուզում են, որ մարդիկ այնտեղից չհեռանան։ Եվ սա պատահական չէ։

Մենք գիտենք մեքենաների ու մարդկանց թիվը՝ քանիսն են մտել ու դուրս եկել, և սա անընդունելի իրավիճակ է։ Մեր ունեցած տեղեկություններով, ղարաբաղյան երկրորդ պատերազմից հետո այնտեղ է վերադարձել 38 հազար մարդ, ովքեր մեկնել են պատերազմի ժամանակ, որոնցից 11 հազարը ընդմիշտ հեռացել է այս տարածքից։ Թարմացված տվյալների համաձայն՝ ռուս խաղաղապահների պատասխանատվության գոտում այժմ ապրում է 27 հազար մարդ։ Բացառությամբ այս երկու հարցերի, ընդհանուր առմամբ, կրկնում եմ, դրական եմ գնահատում դրանց գործառույթը։ Նրանց պատասխանատվության գոտում լուրջ միջադեպեր չեն եղել, միջադեպեր են տեղի ունեցել հայ-ադրբեջանական սահմանին»,- ասել է նա։
