«Փաստ» օրաթերթը գրում է

«Խավիարային դիվանագիտություն» արտահայտությունը առաջացել է Ադրբեջանի լոբբիստական ռազմավարությունից, որը ենթադրում է հյուրընկալ պետության հաշվին օտարերկրյա բարձրաստիճան պաշտոնյաներին և միջազգային կազմակերպությունների աշխատակիցներին ուղղված հրավերներ իրենց երկիր այցելելու համար։ Խավիարային դիվանագիտությունը ներառում է նաև թանկարժեք նվերներ, որոնք տրվում են որպես «պատշաճ տուրքի մատուցում` համաձայն արևել յան ավանդույթի»: «Խավիարային դիվանագիտություն» եզրույթն առաջին անգամ օգտագործվել է 2012 թվականին Եվրոպական կայունության նախաձեռնության հրապարակած զեկույցում։ Այն վերնագրված էր «Խավիարային դիվանագիտություն. ինչպես Ադրբեջանը լռեցրեց Եվրոպայի խորհրդին»։

Հարց. ի՞նչ կզգար բելգիացի պետական և քաղաքական գործիչ, Բելգիայի ֆրանսախոս համայնքի ներկայացուցիչ, «Ռեֆորմիստական շարժում» կուսակցության առաջնորդ, Բելգիայի 69-րդ վարչապետ և ներկայումս Եվրոպական խորհրդի նախագահ Շառլ Իվ Ժան Գիզլեն Միշելը, եթե նրան ապացուցեին, որ ինքը Ադրբեջանի «խավիարային դիվանագիտության» շահառու է: Կամ էլ նույնը եթե ասվեր Ռուսաստանի Դաշնության նախագահ Պուտինին, կամ էլ անգամ Վրաստանի ղեկավարին: Այստեղ «խավիարային դիվանագիտություն» արտահայտությունը վերցված է չակերտների մեջ, քանի որ այս դեպքում Ադրբեջանի մինիսուլթան Ալիևը սկսել է անգամ ինքն իրեն գերազանցել. նա սկսել է իրականացնել այլ տիպի դիվանագիտություն: Ադրբեջանի «խավիարային դիվանագիտությունը» փոխարինվել է «գերիներ վերադարձնելու դիվանագիտությամբ», այսինքն, ի պատիվ և որպես նվեր որևէ պետության ղեկավարի կամ բարձրաստիճան պաշտոնյայի, ազատ են արձակվում որոշակի քանակի հայ ռազմագերիներ (քանակը կախված է տվյալ պաշտոնյայի քաշ ու կշռից): Ասացեք՝ իսկ ի՞նչ տարբերություն կա խավիարի կամ թանկարժեք նվերի տեսքով «համաձայն արևել յան ավանդույթի պատշաճ տուրքի մատուցման» և տվ յալ պաշտոնյայի պատվին նույն՝ «համաձայն արևել յան ավանդույթի պատշաճ տուրքի մատուցմամբ» մի քանի հայ ռազմագերի ազատ արձակելու մեջ:

Վերջինս ավելի «թանկարժեք» նվեր է այդ պաշտոնյայի համար, ի վերջո դա նրա վարկանիշի բարձրացում է ինչպես Հայաստանում, այնպես էլ բուն իր երկրում և ամբողջ աշխարհում: Ավելի լավ նվե՞ր: Իհարկե, անհեթեթ կլիներ մտածել, թե ես դեմ եմ թեկուզ հատիկ–հատիկ գերիների վերադարձին: Բացարձակապես: Բայց արդյո՞ք Բաքվի կողմից 10 գերիների վերադարձից հետո նույն Եվրոպական խորհրդի նախագահը հռետորական հարց-դիտարկում կուղղի Ալիևին. «Բա ասում էիր՝ գերիներ չկան, կան ահաբեկիչներ, որոնք դատապարտված են Ադրբեջանի օրենքներով և կրում են իրենց պատիժը»: Իմ կարծիքով, անբարոյականություն է մի քանի գերիների վերադարձ ապահովելով՝ քաղաքական դիվիդենտներ շահելը, ազնիվ քաղաքական գործիչը պետք է պայքարի ամբողջի համար, որը ոչ ոք չի անում:

Ադրբեջանի «խավիարային դիվանագիտության» վերջին «շահառուն» եղել է Հունգարիան. արտահանձնվել է 5 հայ ռազմագերի, ինչպես ասում են՝ «պարտքը վերադարձնելով է գեղեցիկ»: Համոզված եմ, որ Բաքվի՝ «գերիներ վերադարձնելու դիվանագիտության» հաջորդ շահառուն կլինի Նիկոլ Փաշինյանը, եթե բացի «Զանգեզուրի միջանցքը». չնայած, նայելով նրա «քաշ ու կշռին», հազիվ թե Ալիևը մի քանի ռազմագերի հանձնի:
