Առողջապահության նախարարի նոր սահմանափակման մասին հրամանը կարող է նվազեցնել շրջանառությունը ռեստորանային ոլորտում։ Այս մասին NEWS.am-ի հետ զրույցում ասաց Ռեստորանների ասոցիացիա Հանրային կազմակերպության նախագահ, հանրային սննդի փորձագետ Աշոտ Բարսեղյանը՝ անդրադառնալով հունվարի 22-ից կիրառության մեջ մտնող այն հրամանին ըստ որի՝ հանրային վայրեր մուտք գործելիս քաղաքացիները պետք է ներկայացնեն պատվաստումը կամ 72 ժամվա ընթացքում արված թեստավորումը հավաստող փաստաթուղթ ներկայացնելու դեպքում։
«Հրամանի անտրամաբանական լինելը բազմիցս ապացուցվել է շատ երկրների փորձով, օրինակ՝ ամռանը Մոսկվայի իշխանությունները թեստային ռեժիմով փորձարկեցին QR կոդերը, որի հետևանքը ռեստորանների բիզնեսի 85 % նվազումն էր։ Եթե Հայաստանի հանրային սննդի ոլորտի շրջանառությունը նվազի 30 %-ով, մեր տնտեսվարողներից մոտավորապես հազարը կկանգնեն փակման եզրին, նշանակում է՝ 10-15 հազար աշխատատեղ, իսկ սա իր հերթին բերելու է սոցիալական պայթյունի։ QR կոդերին մենք կհետևենք այն ժամանակ, երբ առողջապահության նախարարությունը սահմանափակումները տարածի հանրային տրանսպորտի վրա»,- նշեց Բարսեղյանը։
Աշոտ Բարսեղյանի խոսքով՝ հրամանի կիրառումը կարող է առաջացնել շրջանառության կրճատում։
«Եթե մենք հաշվի առնենք, որ ձմեռային սեզոնում ենք և առանց այն էլ զրոյական կետի վրա, ապա հեշտ է պատկերացնել, որ շահութաբերության մակարդակը կարող է կրել վնասներ։ Թե ինչքան բիզնեսն ի վնաս իրեն կշարունակի աշխատել՝ դժվար չէ կռահելը»,- ասաց Աշոտ Բարսեղյանը։
Աշոտ Բարսեղյանը վստահ չէ, որ հրամանի կիրառման ժամանակ հնարավոր կլինի վերահսկել բոլոր տնտեսվարողներին։
«Որպեսզի իրենք կարողանան կյանքի կոչել իրենց հրամանը, պետք է բազմահազարանոց բանակ վարձեն ստուգող աշխատակիցների, որպեսզի իրենք կարողանան վերահսկել այդ քանակի վերահսկումները։ Մի քանի տասնյակ աշխատակից վերահսկելու է 3000 հազար տնտեսվարողի միայն ռեստորանային ոլորտում, այսինքն՝ սա պարզապես անիրագործելի է։ Տեսախցիկներով մի քանի տեղ կայցելելն, մի քանի ֆիկտիվ տուգանք կգրեն, որոնք անպայման կբողոքարկվեն և աչքակապություն կլինի առողջապահության նախարարի հերթական անտրամաբանական հրամանների հետ կապված»,- ավելացրեց Բարսեղյանը։
