Հայաստանը Ղազախստան խաղաղապահներ չուղարկելու հնարավորություններ ուներ

Ղազախստան հայ խաղաղապահներ ուղղարկելու թեմայի վերաբերյալ զրուցել ենք ռազմական փորձագետ Կարեն Հովհաննիսյանի հետ։
Հարցին, թե արդյոք Հայաստանը կարող էր չուղարկել խաղաղապահներ` փորձագետն ասաց․ «Հայաստանը Ղազախստան խաղաղապահներ չուղարկելու հնարավորություններ ուներ։ Չնայած նրան, որ Ղազախստանի իշխանությունները հայտարարում են, որ այդ ամենն անում են ահաբեկիչները, ուստի այդ հոդվածի ներքո է կանչում ՀԱՊԿ ուժերին, Հայաստանը կարող էր ասել, որ չկան ապացույցներ, որ այդ ամենն ահաբեկիչներ են անում։ Առհասարակ բոլորը գիտեն, որ նրանք ահաբեկիչներ չեն, այլ ժողովուրդն է։ Այսինքն, ամեն ձևով Հայաստանն այստեղ կարող էր մանևրել։ Սակայն, չգիտես թե ինչու, Հայաստանը որոշեց, որ ինքը ևս կարող է ուժեր ուղարկել Ղազախստան, գուցե հետագայի համար ինչ-որ պայմանավորվածություննե՞ր է ձեռք բերել։ Ցանկալի կլիներ, որ լիներ ինչ-որ պայմանավորվածություն, որի համար Հայաստանը խաղաղապահներ կուղարկեր։ Ինքս այդ գործողություններին Հայաստանի մասնակցությանը դեմ եմ։ Պետք է նաև հաշվի առնենք, որ այնտեղ կա հայկական մեծ համայնք, և ոչ միանշանակ է ընդունվելու Հայաստանից ժամանած ուժերի ներկայությունը։ Մենք այստեղ իրականում գործ ունենք ոչ թե ահաբեկիչների հետ, ինչպես ներկայացվում է, այլ ժողովրդի հետ, որը կարող է վատ տրամադրվել հայ համայնքի նկատմամբ։ Սա պետք է հաշվի առնեին։ ՀԱՊԿ իրական նպատակներն ու գործողությունները, այն է՝ ՀԱՊԿ–ն արձագանքում է, եթե ՀԱՊԿ անդամ երկրների տարածքային ամբողջականությանը վտանգ է սպառնում։ Մեր դեպքում ոչ միայն Արցախի 44-օրյա պատերազմի, այլև դրանից առաջ՝ 2020 թվականին Տավուշում ծավալված հուլիսյան մարտերի, նույնիսկ 2016 թվականի ապրիլյան պատերազմի ժամանակ, երբ ՀՀ սահմանների վրա հարձակումներ եղան, կար ՀԱՊԿ-ի անմիջական միջամտության կարիքը, որին գոնե ձևականորեն ՀԱՊԿ-ը պետք է արձագանքեր։ Ստացվում է, որ ՀԱՊԿ-ն իր իրական գործողությունները թողած՝ միջամտում է պետությունների ինքնիշխան ներքին կյանքին։ Մյուս կողմից էլ պետք է նկատենք, որ աշխարհաքաղաքական առումով ՀԱՊԿ-ի միջամտությունն այդ գործողություններին Հայաստանին ձեռնտու է, այսինքն՝ ինչը ձեռնտու չէ Թուրքիային, տվյալ դեպքում ձեռնտու է մեզ։ Այս հանգամանքը մի քիչ մեղմացնում է իրավիճակը։ Այս տեսանկյունից հարցը մի քիչ խնդրահարույց է և բազմաշերտ»։
