Թեժ կրքեր. ինչու՞ Հայաստանը չկարողացավ անմասն մնալ Ղազախստան զորակազմ ուղարկելուց

Հավաքական անվտանգության կազմակերպության շարքում Ղազախստան զորակազմ ուղարկելու, ՀԱՊԿ կանոնադրությունը պահպանելու որոշումը բուռն դժգոհություններ է առաջացրել հայ հանրության շրջանում։ Նիկոլ Փաշինյանին արդարացիորեն հիշեցնում են նույն ՀԱՊԿ արձագանքները 44-օրյա պատերազմի ընթացքում, Ղազախստանի՝ Ադրբեջանին ուղղված ռևերանսները, կոչեր անում զորակազմ չուղարկել Ղազախստան՝ ՀԱՊԿ խաղաղպահ զորքերի կազմում։
Թերևս, հասկանալի և տրամաբանական են թե՛ քննադատությունները, թե՛ այդ պահանջները։ Առավել ևս, հաշվի առնելով ՀՀ գործող իշխանությունների` հեղափոխական ճանապարհով իշխանության գալու հանգամանքը։
Այդուհանդերձ, փաստենք, որ Հայաստանի Հանրապետությունը պարզապես ի վիճակի չէր չմասնակցելու այդպիսի գործողությանը ՀԱՊԿ շրջանակներում, բացի այդ, Ղազախստանում կատարվողը իր հետևանքները կունենա նաև մեր տարածաշրջանի վրա, ուստի, անկախ Փաշինյանի անձից, արձանագրենք, որ այս գործողությունը բխում է նաև ՀՀ շահերից։
Ըստ էության, Ղազախստանում այսօր ռուսաֆիկացման գործողություն է ընթանում։ Նախկին նախագահ Նուրսուլթան Նազրաբաևը դարձել էր Թուրքիայի ազդեցության և թյուրքականութան տարածման առանցքային դերակապարներից մեկը, իսկ վերջին շրջանում բառացիորեն ոտք էր մեկնում ՌԴ հետ, դպրոցներից դուրս մղում ռուսերենը, փորձում իր՝ ահռելի ռուսական բնակչություն ունեցող երկիրը դարձնել թուրքական ազդեցության գոտի։
Ղազախստանում ընդդիմադիրների արագ արձագանքը, լավ պատրաստվածությունն ու զինվածությունը, ոստիկանության հետ բախումների ինտենսիվությունը վկայում են, որ այս գործողությունը քիչ կապ ունի գազի գնի հետ, դա, թերևս, միայն պատրվակ էր այսպիսի գործողություններ սկսելու։ Այս ամենի արդյունքում Ռուսաստանը կուժեղացնի իր դիրքերը տարածաշրջանում` ի հակակշիռ թուրքական գործոնի, ինչը չի կարող չհամընկնել Հայաստանի շահերին։
Մեկ այլ կարևոր դիտարկում ևս։ Որքան Միջին Ասիայում ուժեղանա թյուրքական գործոնը, այնքան դա վտանգավոր կլինի հենց Հայաստանի Հանրապետության համար։ Թյուրքականության գործոնի ուժեղացումը հնարավորություն կտա Թուրքիային և Ադրբեջանին` առաջ մղել, այսպես կոչված, «Զանգեզուրյան միջանցքի» իրենց պահանջները։ Հետևաբար, լիովին տրամաբանական և փաստարկված է ՀԱՊԿ կազմում նման գործողության մասնակցելը։
