Նույնականացման քարտ չունեցող քաղաքացիներին անձնագիրը կտրամադրվի 2 տարի վավերականության ժամկետով

ՀՀ կառավարությունը հաստատեց որոշման նախագիծ, որով առաջարկվում է կատարել փոփոխություն ՀՀ քաղաքացիներին տրամադրվող ոչ կենսաչափական տվյալներով անձնագրի, այն է՝ հին նմուշի անձնագրերի վավերականության ժամկետներում: 

«Արմենպրես»-ի հաղորդմամբ, ՀՀ կառավարության նիստում ՀՀ ոստիկանության պետի տեղակալ Արա Ֆիդանյանը նշեց, որ որոշման ընդունման արդյունքում նույնականացման քարտ չունեցող քաղաքացիներին անձնագիրը կտրամադրվի 2 տարի վավերականության ժամկետով: Նույնականացման քարտ ունեցող և նույնականացման քարտի համար դիմում ներկայացրած քաղաքացիներին անձնագիրը կտրամադրվի ներկայումս գործող կարգի համաձայն, այն է`10  տարի վավերականության ժամկետով:

«Տվյալ որոշման փոփոխության նպատակն է խթանել նույնականացման քարտերի տրամադրման գործընթացը, ինչպես նաև ոչ կենսաչափական տվյալներ պարունակող  անձնագրերը շրջանառությունից հնարավորինս կարճ ժամանակահատվածում դուրս բերելը: Այս առնչությամբ թույլ տվեք ասել, որ արդեն իսկ մեկնարկել են կենսաչափական տվյալներ պարունակող անձը հաստատող փաստաթղթերի նոր՝ առավել ժամանակակից տեխնոլոգիական լուծումներով համակարգի ներդրման նախապատրաստական աշխատանքները: Դրա արդյունքում կունենանք քաղաքացիներին բարձր որակի ծառայություններ մատուցելու հնարավորություններով համակարգ: Խոսքս միայն անձնագրերի տպագրման և տրամադրման գործընթացին չի վերաբերում, այն շատ առավել գլոբալ նույնականացման և տեղեկատվական համակարգի մասին է, ինչն ապահովելու է ոչ միայն պետական կառույցներում քաղաքացիների նույնականացման խնդիրը, այլև ողջ տնտեսությունում»,-ասաց Արա Ֆիդանյանը՝ ընդգծելով, որ փորձելու են մեկ քայլ առաջ լինել տեխնոլոգիական լուծումների մատուցման, ինչու չէ նաև էլեկտրոնային անձնագրերի ներդրման առումով:

ՀՀ վարչապետ Նիկոլ Փաշինյանը, կարևորելով այս որոշումը, նշեց, որ այս քայլով փորձում են շարժվել տեխնոլոգիական լուծումներին, ժամանակակից պահանջներին համընթաց: Նա նկատեց, որ այսօր ՀՀ քաղաքացիների կողմից օգտագործվող անձանգրերը վաղուց զարգացած երկրներում չեն օգտագործվում:

«Առանց նորամուծության, երկրում հնարավոր չէ իրականացնել թվայնացում: Սկզբունքորեն կարելի է իրականացնել, սակայն այն չի օգտագործվի: Պետք է ընդգծել, որ այդ թվայնացումը պետք է մեր քաղաքացիներին»,-ասաց Նիկոլ Փաշինյանը:

Փոխվարչապետ Մհեր Գրիգորյանի խոսքով՝ եթե չունենք թվայնացված նույնականացված կրիչ, ապա  դա նշանակում է, որ հանրային պետական ծառայություններն ինքնարժեքի մեջ թանկանում են:

«Անկախ նրանից, թե ոնց կմեկնաբանվի այս որոշումը, ինչ հաշվարկներ տակը կդրվի, հավատացեք, էական նշանակություն չունի: Կան բազմաթիվ ծառայություններ, որոնք պետք է թվայնացվեն ոչ միայն արդիական լինելու համար, այլև ինքնարժեքի, հանրային ռեսուրսը նվազ ծախսելու համար: Սա շատ հիմնավորված որոշում է, նույնիսկ փափուկ կանոն ենք մշակել»,-ասաց Մհեր Գրիգորյանը:
