Մինսկի խմբի համանախագահողներն են փոխել մասնակցության ձևաչափը, եթե Հայաստանի իշխանությունը այդ մասին չգիտի, դա տիեզերական տգիտության գագաթնակետն է, եթե գիտեն, խաբում են, դա սրիկայություն է։ Այս մասին մամուլի ասուլիսի ընթացքում ասաց ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանը։
Նա մանրամասներ ներկայացրեց Մինսկի խմբի գործունեությունից, երբ քննարկումները ընթանում էին 9 պետությունների մասնակցության ձևաչափով։
«Մինսկի խմբի վերջին բովանդակային քննարկումը եղել է 1996 թ.-ի հոկտեմբեր ամսին, ես Ղարաբաղի նախագահն էի, դրանից հետո եղել է մեկ հանդիպում, որը բովանդակային մասին չի հասել, հանդիպումը եղել 1997թ.-ի ապրիլի մեկին, ես եղել եմ 10 օրվա նշանակված ՀՀ վարչապետ։ Ի՞նչ է կատարվել այդ ընթացքում․ հունվար ամսին համանախագահողները փոխվեցին, և ստեղծվեց եռյակ՝ ՌԴ, ԱՄՆ, Ֆրանսիա, մինչ այդ ՌԴ-ն եղել է, ֆինները, շվեդերը և այլք, փոխում էին: Հիմնական քննարկումները եղել են Մինսկի խմբի շրջանակներում։ 9 պետությունների հատուկ նշանակված դեսպանները հավաքվում էին, քննարկումներ էին ընթանում, որը ավելի շատ վարժանքներ էին․ 2-3 օր քննարկում էին, ինտելեկտուալ վարժանքների նմանություն էր թողնում»,-ասաց նա։
Ռոբերտ Քոչարյանը մանրամասնեց, որ համանախագահողները որոշել են, որ անում ևս մեկ Մինսկի խմբի ձևաչափով նիստ, բայց արդեն եռյակն է այդ նիստը վարում, այդ նիստի վերջին օրը ՝1997թ․-ին իրենք հայտարարում են, որ անցնում են չելնոկային դիվանագիտության։ «Իրենք տեսել են, որ Մինսկի խմբի ձևաչափով գործը որևէ կերպ առաջ չի գնում, փոխել են մասնակցության ձևաչափը։ Եվ դրանից հետո համանախագահողները Մինսկի խումբ չեն հավաքել, որպես այդպիսին։ Իրենց այդ հայտարարությունները կան, եթե չեմ սխալվում, հայտարարություն են արել ապրիլի 4-ին Մոսկվայում։ Եթե Հայաստանի իշխանությունը այդ մասին չգիտի, տիզերական տգիտության գագաթնակետն է, եթե գիտեն, խաբում են, դա սրիկայություն է»,-ասաց նա։
Ռոբերտ Քոչարյանը նշեց, որ համանախագահողները իր պաշտոնավարման 10 տարիների ընթացքում միշտ այցելել են Արցախ, Արցախը գործընթացներից դուրս չի եղել։
