Ինչո՞ւ է հենց Ռուբեն Ռուբինյանը նշանակվել Թուրքիայի հետ բանակցություններում ՀՀ ներկայացուցիչ
ANALYSISՌուբեն Ռուբինյանն ԱԺ-ում Արտաքին հարաբերությունների մշտական հանձնաժողովն է ղեկավարել, մասնագիտացում ունի այդ ոլորտում, կա նաև այլ գործոն, որը նրան արդյունավետ բանակցող է դարձնում՝ դա վարչապետի և թիմի հետ նրա ունեցած կապն է։ Այս մասին Հանրային հեռուստաընկերությանը տված հարցազրույցում հայտարարել է ԱԽ քարտուղար Արմեն Գրիգորյանը՝ անդրադառնալով հարցին, թե ինչու է որոշվել հենց Ռուբինյանին նշանակել Թուրքիայի հետ սպասվող բանակցություններում ՀՀ հատուկ ներկայացուցիչ։
Հարցին՝ արդյո՞ք ճիշտ չէր լինի, որ շեշտը դրվեր ոչ թե նշանակվող բանագնացի քաղաքական և թիմային կապերի, այլ դիվանագիտական հարուստ կենսագրություն ունենալու վրա, Գրիգորյանը նկատեց․
«Մենք կարծում ենք, որ իմ նշած գործոններն ավելի կարևոր են. բանակցային գործընթացի ժամանակ ցանկացած հարց կարող է առաջանալ, և երկրի ղեկավարի հետ այն շատ արագ ճշտելու անհրաժեշտություն առաջանա։ Այդ ամենը հաշվի ենք առել, և ավելի արդյունավետ ենք համարել պարոն Ռուբինյանի նշանակումը։ Ժամանակակից դիվանագիտությունը բազմաթիվ փոփոխությունների է ենթարկվում, և պետք չէ ժամանակակից գործընթացների մասին հին կաղապարներով մտածել»,- նշեց Գրիգորյանը։
Հիշեցնենք, որ օրեր առաջ Թուրքիայի ԱԳ նախարար Մեվլութ Չավուշօղլուն հայտարարել էր, որ Հայաստանն ու Թուրքիան հարաբերությունների կարգավորմանն ուղղված քայլերը քննարկելու համար հատուկ ներկայացուցիչներ կնշանակեն։ Թուրքիան սպասվող բանակցություններում ներկայացնելու է ԱՄՆ-ում 7 տարի դեսպան աշխատած, մինչ այդ՝ Թուրքիայի Ազգային անվտանգության խորհրդի գլխավոր քարտուղարի պաշտոնը զբաղեցրած Սերդար Քըլըչը։ ՀՀ հատուկ բանագնացն ԱԺ փոխնախագահ Ռուբեն Ռուբինյանն է լինելու, որը 2018թ․ իշխանության փոփոխությունից հետո մի քանի ամիս զբաղեցրել է ՀՀ ԱԳ փոխնախարարի պաշտոնը, ապա 7-րդ գումարման խորհրդարանում ղեկավարել Արտաքին հարաբերությունների մշտական հանձնաժողովը։ Ռուբինյանը 2017թ․ մի քանի ամիս Թուրքիայում է գտնվել եւ, ինչպես ինքն է այս տարվա օգոստոսի 3-ին հայտարարել ԱԺ ամբիոնից, հետազոտություն է իրականացրել։
