2021 թվականի հոկտեմբերի 6-ին «Անսուր Ինվեստ» ՍՊ ընկերության օտարերկյա ներդրողներ հանդիսացող Ռուսաստանի Դաշնության և Գերմանիայի Դաշնային Հանրապետության քաղաքացիների կողմից Հայաստանի Հանրապետության կառավարությանն է ուղարկվել ծանուցում միջազգային արբիտրաժային դատարան դիմելու մտադրության մասին՝ համաձայն մի շարք ներդրումների խրախուսման և փոխադարձ պաշտպանության մասին համաձայնագրերի։

Այսպես՝ ներդրումային վեճը կայանում է նրանում, որ ի հեճուկս Հայաստանի կողմից ստանձնած միջազգային պարտավորությունների՝ ապահովելու օտարերկրյա ներդրումների իրավական պաշտպանությունը և անվտանգությունը, վերջիններիս ներդրումները ենթարկվել են անուղղակի ոչ իրավաչափ էքսպրոպրիացիայի, ինչի արդյունքում ներդրողներին պատճառվել է շուրջ 38,000,000 ԱՄՆ դոլարի վնաս: Օտարերկրյա քաղաքացիները կատարել են խոշոր ներդրում Երևանի կենտրոնում կառուցապատման աշխատանքների կատարման նպատակով, մասնավորապես, «Կասկադի» մոտակայքում՝ Անտառային փողոց հասցեում: Սակայն, սկսած 2008 թվականից պարզ է դարձել, որ օտարերկրյա ներդրողները խաբվել են իրենց տեղական գործընկերների կողմից, և նրանցից հափշտակվել են առանձնապես խոշոր չափերի` միլիոնավոր դոլարների հասնող, համատեղ բիզնեսում ներդրած գումարները, իսկ Հայաստանը, ի դեմս իրավապահ մարմինների և դատական համակարգի, բավարար ջանք չի գործադրել ապահովելու այդ ներդրումների իրավական պաշտպանությունը և անվտանգությունը, ինչպես նաև օտարերկրյա ներդրողների խախտված իրավունքների վերականգնումը:

Ավելին, տեղեկանալով հարկադիր կատարման ծառայության կողմից վեճի առարկա հանդիսացող և ք. Երևան, Անտառային փողոց թիվ 1081, 108/2, 116, 116/3, 112/2 հասցեում գտնվող հողամասը հարկադիր էլեկտրոնային աճուրդի ներկայացնելու մասին, օտարերկրյա ներդրողները 2021 թվականի դեկտեմբերի 17-ին դիմել են Հայաստանի Հանրապետթյան կառավարությանը պահանջով կասեցնել հրապարակային աճուրդը, քանի որ այդ անշարժ գույքը հանդիսանում է վեճի առարկա և դրա իրացումը հետագայում անխուսափելիորեն խնդիրներ է առաջացնելու թե՛ ներդրողների համար, և թե՛ գնորդների, քանի որ, այդ հողամասը մտնում է օտարերկրյա ներդրողների հայցապահանջի մեջ և ենթակա է լինելու բռնագանձման՝ անկախ նրանից, թե ում տիրապետեման տակ այդ պահին գտնվի:

Սակայն, կառավարության կողմից թե՛ նախորդ ծանուցման, և թե՛ աճուրդի կասեցման մասին ծանուցման մինչ օրս որևէ արձագանք չի ստացվել: Արդյունքում, օտարերկրյա ներդրողների իրավունքները շարունակում են մնալ խախտված և չեն վերականգնվում Հայաստանի կողմից:  Հայաստանի Հանրապետության կառավարությունը շարունակում է վարել ներդրումների նկատմամբ «փակ դռների» քաղաքականությունը, որը չի խրախուսում ներդրումային և գործարար բարենպաստ միջավայրի ձևավորումը։
