Արդեն մեկ ամսից ավելի է Հայաստանը նոր պաշտպանության նախարար ունի՝ պատերազմի ավարտից հետո 4-րդ պաշտպանական գերատեսչության ղեկավարը։
 
Դավիթ Տոնոյանը կալանավորված է, Վաղարշակ Հարությունյանը դիվանագիտական աշխատանքի տեղափոխվելու հավակնություններ ունի, Արշակ Կարապետյանի մասին ոչինչ հայտնի չէ, իսկ գործող նախարարի գործունեության ու դրա առաջնահերթությունների մասին ոչ մեկ տեղյակ չէ։
 
Մեկ ամսից ավելի է Հայաստանը նոր պաշտպանության նախարար ունի, սակայն ինչպես նախորդ 2-ի դեպքում, Պապիկյանը շարունակում է լռել։
 
Տոնոյանի նախաձեռնությունների ճնշող մեծամասնության հետ համաձայն չեմ եղել, ինչին հրապարակային միշտ արձագանքել եմ։
 
Պատերազմից հետո նրա պահվածքն անընդունելի էր, որին շատ հաճախ կոշտ արձագանքել եմ, փիառ արշավները չափազանց գերիշխող էին իրական աշխատանքի նկատմամբ, բայց այդ ամենի մեջ գոնե հրապարակային խոսք կար՝ լավ, թե վատ գիտեինք՝ ինչ է մտածում, ինչ է ուզում անել կամ չանել։
 
Պապիկյանի գործունեության վերաբերյալ միայն պաշտոնական մի քանի հանդիպումների, քննարկումների մասին պաշտոնական հաղորդագրություն է շրջանառվել, իսկ թե ինչ է նա մտածում իր ղեկավարած համակարգի վերականգնման, պատերազմի հետևանքների վերացման, բանակի արդիականացման մասին դեռ որևէ բան չկա։
Թեպետ Պապիկյանի գործունեությունը տարբեր փուլերում նկարագրելու համար տարբեր անձինք նրան ներկայացնում են որպես համեստ, լուռ գործող անձ, սակայն իր պաշտոնում գտնվող գործիչը պետք է գիտակցի, թե ինչ առանցքային պաշտոնում է, որոշակի հաշվետվողականություն ապահովի հասարակությանը, դեռ չեմ ասում, որ պետք է հասկանանք, թե ինչ գերակայություններ ունի, դրանց հասնելու համար ինչ իրական ծրագրեր և միջոցառումներ են մտադիր իրականացնել։
 
2022 թվականի ռազմական բյուջեն մեկ բառով կարելի է որակել իներցիոն։ Տպավորություն ունեմ, որ ո՛չ պաշտպանության նախարարը, ո՛չ ԳՇ պետը և առավել ևս՝ Փաշինյանը չգիտեն, թե որտեղից սկսեն և ուր շարժվեն։
Փաշինյանի գործունեությունն առհասարակ 2018-ից հետո ուղղված է եղել անվտանգության համակարգի փշրմանը և նրա բոլոր նախաձեռնությունները ոչ միայն ձախողվել են, այլ իրենց հետ սրբել տարել են տասնամյակներով ստեղծվածը։
 
Փաշինյանը շարունակում ոչնչացնել համակարգեր, որին մասնակից բոլոր ուժերն ու գործիչները՝ անկախ անձնական ու մասնագիտական որակներից, իշխող թիմում հայտնված հանգամանքներից, պատասխանատվություն են կրելու նրա բոլոր արարքների՝ արածների ու չարածների համար։
