Դեկտեմբերի 5-ին կայացած ՏԻՄ ընտրությունների արդյունքները մեծամասամբ, մեղմ ասած, գոհացուցիչ չէին գործող իշխանությունների համար։ Բանն այն է, որ մի քանի խոշոր համայնքներում իշխանությունն ուղղակի խայտառակ կերպով պարտվեց, որոշ համայնքներում էլ անգամ եթե բոլոր մասնակիցներից շատ ձայներ հավաքեց, այնուամենայնիվ, մեծամասնություն ապահովել ու համայնքային իշխանություն ձևավորել չի հաջողվում։ Իշխանական ուժը լիարժեք հաղթանակ է տարել ընդամենը մի քանի համայնքում, այն էլ՝ այն դեպքում, երբ գրեթե մրցակցություն չի եղել: Մի քանի տեղ էլ ՔՊ-ն համայնքապետ կունենա սատելիտ քաղաքական ուժերի շնորհիվ, որոնք հենց այդ նպատակով էլ մասնակցում էին ընտրություններին:

«Փաստ» թերթի տեղեկություններով, ստեղծված վիճակը գրեթե ամենօրյա ռեժիմով «ռազբորկաների» պատճառ է դարձել ՔՊ կենտրոնական գրասենյակում ու տարածքային կառույցներում: Մեր աղբյուրները փոխանցում են, որ այս ամենի հետ կապված քաղաքական որոշում է կայացվել և որոշվել է վարչական, հատկապես «ուժային» հնարավոր բոլոր լծակներն օգտագործել անցանկալի սցենարները նվազագույնի հասցնելու համար: Մենք տեղեկություններ ունենք, որ իշխանության ներկայացուցիչները փորձել են համագործակցության և կոալիցիոն տարբերակների գնալ անգամ ամենաանհավանական ուժերի հետ, բայց հիմնականում կտրուկ մերժվել են։

Զուգահեռ աշխատում են տարբեր քաղաքական ուժերի՝ ավագանու անդամների հետ, որպեսզի «վերբովկա» անեն, և, անկախ իրենց քաղաքական ուժի որոշումից, չքվեարկեն ընդդիմադիր թեկնածուի օգտին: Այս ամենը չաշխատելու դեպքում, որպես զսպման միջոց, որոշվել է օգտագործել Փաշինյանի սիրելի մեխանիզմը. այն է՝ ոչ ցանկալի ուժի կամ դաշինքի ընտրված թեկնածուի՝ համայնքապետ դառնալու դեպքում նրա դեմ է դրվում արդեն նախապես «կարված» քրեական գործ, որից հետո դրվում է պայման՝ ընտրվելուց հետո հլու-հնազանդ աշխատել իշխանությունների հետ և ինքնագործունեությամբ չզբաղվել։
