ՀՀ ԱԳՆ հայտարարությունը՝ Ցեղասպանության զոհերի հիշատակի միջազգային օրվա կապակցությամբ
POLITICSՀՀ ԱԳՆ-ն հայտարարություն է տարածել Ցեղասպանության զոհերի հիշատակի միջազգային օրվա կապակցությամբ:
Հայտարարությունում ասվում է.
«1948 թվականի դեկտեմբերի 9-ին ՄԱԿ-ի Գլխավոր ասամբլեայի կողմից ընդունվեց մարդու իրավունքների առաջին պայմանագիրը՝ Ցեղասպանության հանցագործությունը կանխարգելելու և պատժելու մասին կոնվենցիան:
Ցեղասպանության հանցագործությունը կանխարգելելու և պատժելու մասին կոնվենցիան հստակ արձանագրում է, որ «պատմության բոլոր փուլերում ցեղասպանությունները մեծ վնասներ են պատճառել մարդկությանը»՝ դրանով իսկ հաստատելով, որ ցեղասպանության հանցանքներ տեղի են ունեցել նաև կոնվենցիայի ընդունումից առաջ: Ցեղասպանության կոնվենցիայի մշակման համար կարևոր օրինակ է ծառայել Հայոց ցեղասպանությունը, ինչի վերաբերյալ հրապարակայնորեն հանդես է եկել կոնվենցիայի տեքստի հեղինակ Ռաֆայել Լեմկինը:
Վերոնշյալ կոնվենցիայի մյուս կարևոր առանձնահատկությունն այն է, որ այս փաստաթղթին միացած պետություններն իրավական պարտավորություն են ստանձնում ոչ միայն պատժելու, այլև կանխելու ցեղասպանությունները. հանգամանք, որը խիստ էական է ազգային, էթնիկ, կրոնական և ռասայական խմբերի համընդհանուր պաշտպանության համար:
Չնայած կատարված մեծ աշխատանքին, միջազգային հանրության կողմից դեռ լրացուցիչ ջանքեր պետք է գործադրվեն ժամանակին և համարժեք արձագանքելու, այդ թվում՝ մարդու իրավունքների և միջազգային մարդասիրական իրավունքի կոպիտ խախտումները դատապարտելու և ցեղասպան պետություններին պատասխանատվության ենթարկելու համար:
Այսօր տարբերվում են ցեղասպանություններ գործելու մեթոդներն ու ձևերը, սակայն ցեղասպանությունն արդարացնողների մոտ չի փոխվել զանգվածային ոճրագործությունների միջոցով աշխարհաքաղաքական նպատակների հասնելու ձգտումը:
2015 թվականին Հայաստանի ջանքերով ՄԱԿ-ի միջազգային օրերի ցանկում դեկտեմբերի 9-ը ամրագրվեց որպես Ցեղասպանության հանցագործության զոհերի հիշատակի ու արժանապատվության և այդ հանցագործության կանխարգելման միջազգային օր:
Հայաստանի կողմից ՄԱԿ-ի Մարդու իրավունքների խորհրդում 2020 թվականին առաջադրված և կոնսենսուսով ընդունված Ցեղասպանության կանխարգելման բանաձևում հստակ նշվում է, որ ցեղասպանության արդարացումը, անցյալի հանցագործությունների կանխակալ գնահատումն ու ժխտումը մեծացնում են բռնության կրկնության վտանգը:
Ցեղասպանությունների կրկնությունը բացառելու նպատակով կարևոր է պատմական հիշողությունը, կրթությունը ու կատարվածի մասին ճշգրիտ տեղեկատվության տարածումը:
Դատապարտելի են մշակութային ժառանգության միտումնավոր ոչնչացման դեպքերը, քանի որ հենց մշակութային ժառանգությունն է հնարավորություն ստեղծում պահպանել ազգային կամ կրոնական ինքնությունը:
Անթույլատրելի են ազգային, էթնիկ, կրոնական կամ ռասայական խմբերի նկատմամբ գերակայության դրսևորումները կամ վերջիններիս նկատմամբ ուժի կիրառման արդարացումները:
Հայաստանի Հանրապետությունը հետևողական կերպով կշարունակի աշխատանքները՝ իրազեկելու անցած ցեղասպանությունների, դրանց անպատժելիության վտանգների և նոր մարտահրավերների մասին:
