Մարդիկ կանգնել են անհատական բազմաթիվ խնդիրների առաջ՝ կրթականից մինչև գյուղատնտեսական․ ՄԻՊ
BLOGՍյունիքի մարզի Կապան համայնքի Շիկահող գյուղում Ճակատեն-Կապան ճանապարհին ադրբեջանական իրավական հիմքերից զուրկ, այսպես կոչված, սահմանային ու մաքսային վերահսկողության պատճառով մարդիկ կանգնել են անհատական բազմաթիվ խնդիրների առաջ՝ կրթականից մինչև գյուղատնտեսական: Նույնը վերաբերում է նաև Ճակատենին: Այս մասին գրում է Հայաստանի մարդու իրավունքների պաշտպան Արման Թաթոյանը:
«Այսօր Կապան համայնքի ղեկավար Գևորգ Փարսյանի հետ միասին այցելեցինք այս բնակավայրեր:
Նախ, երկու գյուղերում էլ առաջացել են գյուղատնտեսական ապրանքների իրացման խնդիրներ: Բանն այն է, որ, օրինակ, ընկույզի ապրանքների համար տարբեր գնորդներ էին գալիս Շիկահող: Կապան-Ճանապարհը փակվելուց հետո նրանք չեն կարողանում գալ դժվարանցանելի, այսպես կոչված, այլընտրանքային ճանապարհով:
Առաջ են եկել կրթական իրավունքի անհատական խնդիրներ, բացի նրանից, որ խաթարվել է դպրոցների բնականոն աշխատանքը: Օրինակ՝ Շիկահողի բնակիչներից մեկի երեխաներից 2-ը ճանապարհի պատճառով չեն կարողանում ամեն օր հասնել Կապան մեկը կրկնուսույցի հետ պարապելու, մյուսը քոլեջ հաճախելու նպատակով: Առցանց կազմակերպել ուսուցումը դեռևս չի ստացվում: Այլընտրանքային ճանապարհով էլ հնարավոր չէ կազմակերպել երեխայի բնականոն տեղաշարժը:
Շիկահողի մեկ այլ բնակիչ տեղեկացրեց, որ հայրը հեմոդիալեզ է անցնում Կապանում, ինչի պատճառով տեղափոխման դժվարություններ է ունենում նոր ճանապարհի դժվարանցանելիության պատճառով, որը վատ է անդրադառնում նաև հոր առողջական վիճակի վրա: Որդին ստիպված է եղել Կապանում բնակարան վարձակալել, որպեսզի հայրը կարողանա ժամանակին ստանա բուժօգնությունը:
Ինձ համար ակնհայտ է, որ իրականում, ճանապարհների ապաշրջափակման քողի ներքո ադրբեջանական իշխանությունները վարում են ՀՀ քաղաքացիական բնակավայրերի մեկուսացման ու հումանիտար խնդիրներ առաջացնող նպատակային քաղաքականություն. Սյունիքում Գորիս-Կապան ճանապարհին 2021թ. նոյեմբերի 11-ից հայտարարված ադրբեջանական, այսպես կոչված, սահմանային ու մաքսային վերահսկողությունը որևէ կապ չունի դրա նպատակների հետ:
Տեղական մարմինները, ինչպես նաև ՀՀ ԶՈՒ և ԱԱԾ Սահմանապահ զորքերի ծառայողները տեղերում միջոցներ են գործադրում մարդկանց օգնելու համար: Այս մասին նշել են նաև բնակիչները:
Բայց հարցն այստեղ բոլորովին այլ է: Որքան էլ, օրինակ, տեղական մարմիններն աջակցեն, դա օբյեկտիվորեն չի լուծում իրավունքների այն զանգվածային խախտումների հարցը, որ առաջ է եկել ադրբեջանական իշխանությունների, նրանց զինված ծառայողների անօրինական արարքներով (օրինակ՝ անվտանգություն, բնականոն կյանքի վերականգնում և այլն):
Ուստի, ելքը հստակ է՝ ադրբեջանական զինված կամ այլ ծառայողներ մեր համայնքների հարևանությամբ կամ համայնքների միջև ճանապարհներին չպետք է լինեն, պետք է ստեղծվի անվտանգության ապառազմականացված գոտի: Դա է ՀՀ բնակիչների իրավունքները վերականգնելու ճանապարհը:
Ոչ ոք իրավունք չունի անտեսել մարդու իրավունքների և հումանիտար խնդիրները սահմանների որոշման հետ կապված գործընթացում:
Այս մասին հատուկ զեկույցները Մարդու իրավունքների պաշտպանը կներկայացնի միջազգային համապատասխան կառույցներին, ինչպես նաև ՀՀ մարմիններին և ՀԿ-ներին»,– գրել է Թաթոյանը:
