ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը ֆեյսբուքյան իր էջում գրել է․

«Այս տունը Ճակատենի բնակիչ Գևորգ Ավագյանի ընտանիքինն է, իսկ վերևում՝ սարի վրա ադրբեջանական զինծառայողների դիտակետ է: Նա զրկվել է ընտանիքի եկամուտից և շարունակում է մեծ վնասներ կրել ադրբեջանական հանցավոր արարքների պատճառով։

Մասնավորապես, Սյունիքի մարզի Ճակատեն գյուղ մեր այսօրվա այցի ժամանակ նա տեղեկացրեց, որ 5-6 տարի առաջ 3 ընտանիքով իրենց տներում ջրամատակարարում ունենալու համար մեծ չարչարանքով 2 կմ երկարությամբ խողովակաշար են անցկացրել գյուղի մոտակա բարձունքում գտնվող ջրի ակունքից՝ ծախսելով ավելի քան 2 միլիոն դրամ, սակայն ադրբեջանական զինված ծառայողների իրավական որևէ հիմք չունեցող տեղակայումներից հետո վերջիններս կտրել են այս ընտանիքների ջուրը։ Հիմա մարդիկ ստիպված են ջրի պաշարը հոգալ գյուղի այլ աղբյուրների ջրով, բայց դա մեծ խնդիր է, քանի որ ջրի պաշարներն չեն բավականացնում բնակիչներին։

Դրանից բացի, Գևորգ Ավագյանն իր մեքենայով տաքսի ծառայություն է մատուցում Կապանում: Այս աշխատանքը նրա ընտանիքի եկամտի աղբյուրն է:

Կապան-Ճակատեն ճանապարհին ադրբեջանական բացարձակ անհիմն, այսպես կոչված, սահմանային ու մաքսային վերահսկողության պատճառով չի կարողանում մեկնել իր ամենօրյա աշխատանքին: Շրջանցող նոր ճանապարհով հնարավոր չէ նույն աշխատանքը կատարել, քանի ճանապարհը հաղթահարելը չափազանց բարդ է, աշխատանքի ժամերով պայմանավորված՝ բացարձակ անհարմար և այս ամենն իր աշխատանքը դարձրել են անեկամտաբեր: Մարդը պարզապես զրկվել է իր և ընտանիքի ապրուստը հոգալու հնարավորությունից։

Այս նույն ընտանիքը զրկվել է նաև իր արոտավայրերն օգտագործելու հնարավորությունից, քանի որ ադրբեջանական զինված ուժերը ներկա են այդ տարածքներում։

Փաստերն ակնհայտ են հաստատում, որ ադրբեջանական զինված կամ այլ ծառայողների տեղակայումները, հետագա ամրացումները հայաստանի գյուղերի անմիջական հարևանությամբ և համայնքների միջև ճանապարհներին չունեն բացարձակ զուրկ են իրավական հիմնավորումից: Նրանց արարքները հանցավոր բնույթի են, քանի որ միայն խորացնում են մարդկանց իրավունքների խախտումները, խաթարում են նրանց բնականոն կյանքը և կատարվում են դիտավորությամբ: Այդ կերպ Հայաստանի բնակչությանը (հատկապես սահմանային բնակավայրերում) էլ ավելի մեծ հումանիտար խնդիրների առաջ են կանգնեցնում»:
