Քննչական մարմիններում նոր բունտ է հասունանում.«Ժողովուրդ»

«Ժողովուրդ» օրաթերթը գրում է. Հայաստանի քննչական մարմիններում նոր բունտ է հասունանում, այս անգամ՝ սոցիալական: Բանն այն է, որ նորաստեղծ Հակակոռուպցիոն կոմիտեն, որը ձեւավորվեց Հատուկ քննչական ծառայության հիմքով, ավելի ապահովված է: Հակակոռուպցիոն կոմիտեի քննիչները ստանում են միջինը 1միլիոն դրամ աշխատավարձ, մինչդեռ ՀՀ քննչական կոմիտեի քննիչները ստանում են ամսական 300-350 .000 դրամ միջին աշխատավարձ: ՀՀ Պետեկամուտների կոմիտեի քննչական ծառայության քննիչները, ՀՀ ազգային անվտանգության ծառայության քննիչները նույնպես ստանում են 300-ից 350 հազար դրամ աշխատավարձ։

Եւ հիմա քննչական մարմիններում աշխատող քննիչները արդարության հարց են բարձրացնում՝ ինչու պետք է կոռուպցիոն հանցագործությունների դեմ պայքարն ավելի բարձր դասվի, ավելի կարեւոր համարվի եւ գնահատվի պետության կողմից՝ բարձր աշխատավարձերի տեսքով, իսկ, օրինակ, սպանության բացահայտումները համարվեն երկրորդական: Սա նշանակում է՝ պետության համար մարդը, մարդու կյանքը երկրորդական հարց է, գլխավորը կոռուպցիայի դեմ պայքարն է, որի համար չի խնայվում ոչինչ: Մեզ հետ զրույցում շատ քննիչներ բարձրաձայնեցին, որ օպերները լուրջ աշխատանք են անում, գործ են բացահայտում եւ քննիչների նման ցածր աշխատավարձ են ստանում. եթե այսպիսին է վերաբերմունքը, ապա իրենք էլ կաշխատեն իրենց ստացածի համապատասխան, եւ արդյունքն ու բացասական ազդեցությունը կրելու է պետությունը: Հավելենք, որ, այս իրականությանը զուգահեռ, ՀՀ կառավարությունը քննարկում է դատախազների, գլխավոր դատախազի աշխատավարձը 120 տոկոսով բարձրացնելու հարցը:

Ինչո՞ւ է այս անարդար մոտեցումը. «Ժողովուրդ» օրաթերթի այս հարցին ՀՀ արդարադատության նախարար Կարեն Անդրեասյանը պատասխանեց, թե նորաստեղծ Հակակոռուպցիոն դատարանում ու Հակակոռուպցիոն կոմիտեում աշխատավարձերն ավելի բարձր են, քան դատախազության հակակոռուպցիոն ստորաբաժանումում, որը դատարանի եւ կոմիտեի միջին օղակն է:

«Հետեւաբար անտրամաբանական էր դառնում, որ կոմիտեի քննիչներն ավելի բարձր աշխատավարձ էին ստանալու, քան դատախազները, որոնք զբաղվելու էին հակակոռուպցիոն տրամաբանությամբ: Մենք առաջարկեցինք, որ բարձր լինի դատախազներինը, բայց եթե գլխավոր դատախազության համապատասխան վարչության պետի աշխատավարձը դարձնում էինք համաչափ քննիչի եւ դատավորի հետ, ստացվում էր, որ Գլխավոր դատախազության վարչության պետն ավելի բարձր աշխտավարձ պետք է ստանա, քան գլխավոր դատախազն ու նրա տեղակալները», – ասաց Անդրեասյանը:

Նախարարի պնդմամբ՝ ներկայացված օրենսդրական նախաձեռնությամբ իրենք որեւէ պաշտոնյայի աշխատավարձի բարձրացման հարց չեն քննարկել, այլ միայն փորձել են մի քանի անգամ ավելի բարդություններ ու ռիսկեր ունեցող հակակոռուպցիոն համակարգում այնպես անել, որ բարձացումը լինի տրամաբանված։ «Դրա համար դրել ենք քննարկման, նույնիսկ պաշտոնապես դեռ չենք էլ պնդում, որ դա է լավագույն լուծումը», -ասաց Անդրեասյանը։
