Ինչո՞ւ է Տավուշի մարզպետարանում արգելափակոց տեղադրվել. «Փաստ»

«Փաստ» օրաթերթը գրում է
2018 թ. իշխանափոխությունից հետո Նիկոլ Փաշինյանն ասում էր, թե «հպարտ քաղաքացու» համար այլևս փակ դռներ չեն լինելու, թե՝ «իրենց դուռն է, կուզեն կջարդեն», բացել էր տալիս նույնիսկ նախագահականի ու ԱԺ-ի դարպասները: Ժամանակի ընթացքում քաղաքացու առջև փակվեցին բոլոր հնարավոր ու անհնար դռները, իսկ ԱԺ դարպասները նույնիսկ զոդվեցին: Հիմա, պարզվում է, հերթը հասել է նույնիսկ մարզպետարաններին: Մասնավորաբար, օրերս սոցցանցերում տեղեկություն տարածվեց, որ Տավուշի մարզպետարանի շենքի առաջին հարկում տեղադրվել է արգելափակոց, որը փակում է քաղաքացիների մուտքը դեպի մարզպետարանի աշխատասենյակներ։
«Փաստը» հարցում էր ուղարկել Տավուշի մարզպետարան՝ խնդրելով պատասխանել, թե երբ ու ինչ նպատակով է տեղադրվել այդ արգելափակոցը: Մարզպետարանից մեզ պատասխանել են, որ արգելափակոցի տեղադրման անհրաժեշտությունն առաջացել է COVID 19 համավարակի տարածմանը զուգահեռ և ձեռք է բերվել 2021 թվականին մարզպետարանի աշխատանքներն առավել կանոնակարգելու, առաջին հարկում տեղեկատվական ընդունարանի գործունեությունն ակտիվացնելու նպատակով։
«Արգելափակոցը բոլորովին չի խոչընդոտել քաղաքացիների մուտքը Տավուշի մարզպետարանի աշխատասենյակներ, կամ աշխատակիցների հետ հանդիպմանը, այլ հեշտացրել է, քանի որ մարզպետարանի համապատասխան աշխատակիցները, բացելով արգելափակոցը, քաղաքացուն ուղեկցում կամ ուղղորդում են այն ստորաբաժանում, որի իրավասության սահմաններում է գտնվում բարձրացված հարցը։ Իսկ դիմումներ ներկայացնելու դեպքում, դրանք ընդունվում են ընդունարանում և մուտք արվում ընդհանուր համակարգ։Ավելին, եթե քաղաքացին դժվարանում է դիմում գրել, ապա ընդունարանի աշխատակիցը օգնում է նրան նաև այդ հարցում»,- նշել են պատասխան գրության մեջ։
Ինչպես ասում են, մեկնաբանություններն ավելորդ են: Պարզապես հավելենք, որ բազմաթիվ քաղաքացիներ դժգոհում են, որ իրականում նման նախադեպ չի եղել, որ մարդը մարզպետարան մտնելու համար այսքան խոչընդոտների հանդիպի: Ի դեպ, մարզպետարանից այդպես էլ չեն պատասխանել մեր երկրորդ հարցին, թե «որքանո՞վ է այդ գործելաոճը համապատասխանում Նիկոլ Փաշինյանի՝ Հայաստանի քաղաքացիների առջև փակ դռներ չլինելու մասին հայտարարություններին»:
